1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 6, 2016 <br /> Action Agenda <br /> Item No. 6-g <br /> SUBJECT: Back-Up 9-1-1 Call Processing Equipment <br /> DEPARTMENT: Emergency Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) 9-1-1 Call Processing Equipment Kevin Medlin, 919-245-6139 <br /> Quote Wireless Communications Dinah Jeffries, 919-245-6123 <br /> 2) Contract for Equipment <br /> PURPOSE: To approve and authorize the Manager to sign the contract and any other related <br /> documents for the purchase of VESTA geo-diversify 9-1-1 call processing equipment (CPE) to <br /> provide portable phone answering equipment which would operate in any facility in the event <br /> that the primary 9-1-1 Center cannot be utilized. <br /> BACKGROUND: The NC 911 Board has mandated that all 9-1-1 Public Safety Answering <br /> Points (PSAPs) in the state of North Carolina have an approved backup plan by July 2016 and <br /> implemented by July 2017. This contract for the call processing equipment would provide <br /> backup server and portable phone answering equipment allowing backup 9-1-1 service to <br /> operate in any location. The equipment would also provide a Backup 9-1-1 service for severe <br /> weather events, a catastrophic event at the Emergency Services Building, or to staff additional <br /> personnel during major events. <br /> Funding for this purchase was approved from the Emergency Telephone Fund as part of the <br /> Capital Investment Plan (CIP) on June 16, 2015 and does not require any money from the <br /> General Fund. The new equipment allows Orange County to meet the mandate of the NC 911 <br /> Board, §143B-1400(4,6,7) that all 9-1-1 Public Safety Answering Points (PSAPs) have a backup <br /> plan submitted by July 2016, and implemented by July 2017. <br /> FINANCIAL IMPACT: The total cost of this purchase is $211,717.55 and is an approved <br /> expenditure by the NC 9-1-1 Board. This amount is currently available in the Emergency <br /> Telephone Fund Balance. <br /> SOCIAL JUSTICE IMPACT: The following two Orange County Social Justice Goals are <br /> applicable to this agenda item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the <br /> Manager to proceed with the purchase of the Vesta geo-diversity 9-1-1 call processing <br /> equipment and execute the contract and any other related documents. <br />
