3-f <br />Benefits Expected from Creation of a Coordinated Planning Area <br />1. A reduction in sprawl that adds an urban pattern of development <br />overburdening the town with more people and traffic issues even though <br />outside the urban area. <br />2. Coordinated Town and County decisions in an area of joint interest. <br />3. Increased protection for the existing system of open space including Duke <br />Forest lands and Resource Protection Areas. <br />4. The rural residential and agricultural character outside the urbanizing areas <br />would be maintained. <br />5. A compact form of urban development would be achieved avoiding spillover <br />growth outside the urbanizing area boundaries. <br />6. Lower densities and limited non-residential uses in the rural periphery would <br />result in reduced demand for extension of urban services and more efficient <br />fiscal utilization of those limited urban services. <br />7. The area would contain a smaller, sustainable population at buildout. <br />8. A reduction in air pollution associated with fewer vehicle miles traveled. <br />*Portions of these areas extend outside the Hillsborough WSMPBA Primary Service Area. <br />Page 3 of 3
