DRAFT <br />Brian Crawford: We can't belittle this point. All the maps, someone can have a problem with but there is <br />no permanent map being considered. We need to make sure there is more than adequate opportunity for <br />the map to be displayed to citizens of the County. <br />Bernadette Pelissier: If there were another Public Hearing on Phase I, nothing would be solved. We are <br />better off beginning with Phase II and getting the public involved. <br />Renee Price: Would it be appropriate to make a recommendation to the task force that the Planning <br />Board feels there needs to be a community outreach plan tied to other public hearing. <br />Brian Crawford: At least to illuminate what we have said today. <br />Judith Wegner: My motion needs a second. <br />No second made. <br />MOTION made by Renee Price to recommend to the steering committee for a community outreach <br />process `in Phase II'. Brian Crawford seconded. <br />VOTE: 8-1 (Brian Dobyns dissented) <br />Brian Crawford: When we transmitted the information to the Board of County Commissioners there were <br />reservations. What were they? <br />Craig Benedict: To be sure of the motion first, part of the recommendation was that outreach must <br />happen in Phase II. <br />Renee Price, Brian Crawford and Planning Board members agreed. <br />Craig Benedict: Back to your question, on December 12, 2006 BOCC agenda the Planning Board <br />recommendation included a four part motion that approved Phase I, details of the map are not binding, <br />extensive outreach in Phase II including implementation specifies and that the discussion of the Planning <br />Board be part of the agenda. <br />Brian Crawford: Retransmit, in addition, right <br />Jay Bryan: I am confused about which map we are proceeding with. We can't go back on our current <br />motion. Six days is not sufficient time. <br />Judith Wegner: We have a different map tonight. If it comes back, will there be changes. This should be <br />a process in which people should know about before hand and be able to comment. <br />Michelle Kempinski: Related to the map, does this map replace all the maps in the Strategic Plan? <br />Craufurd Goodwin: We had a Public Hearing, there were additional changes made and this is the result <br />of the Steering Committee's concerns. <br />Michelle Kempinski: I need to be able to answer a question about the map if someone asks. <br />Craig Benedict: Resolution and map is a clarification of what Phase I means and the report and maps are <br />still valid to give the analysis of how we got there. <br />33 <br />5
