DRAFT <br />Brian Dobyns: The resolution given out most recently refers specifically to the November plan as being <br />policy guidelines. The proposal was for a lower density. The actually decisions have not been made yet. <br />These lines were created six days before the Public Hearing. <br />Michelle Kempinski: There were two drafts published in November. <br />Brian Dobyns: November 14'1' and November 30'1'. <br />Craig Benedict: In 2004, the Board of County Commissioners formed an Urban Area Transition Task <br />force between the Town of Hillsborough and Orange County. The discussion of the 10 different <br />principals of agreements included looking at the areas, not just within the water/sewer boundaries of <br />Hillsborough but the larger area surrounding it. That task force report was approved. These maps are the <br />starting point for discussion, not a definitive line. The process with the consultant has been valid. <br />Renee Price: Is the concern about the map itself or the process? <br />Brian Dobyns: My vote would have changed if I knew the new areas were put there six days before the <br />Public Hearing. If you were living in one of those red areas, you had six days to get that information. <br />Ben Lloyd: Which map are we going forward with? <br />Craig Benedict: The resolution and map in the agenda packet as additional Strategic Growth Plan <br />clarification. <br />Robert Nichols: I live on Highway 86 North of Hillsborough. We gave Lake Orange to Orange County. <br />We gave 205 acres of land. We have to have 1/3 of a house on 1 acre of land. The fire protection would <br />be from the rural fire department. This states we will not have any water or sewer in the area we live. <br />We are being discriminating against. The development rights are being taken by the rural buffer. If we <br />have a rural buffer it should be the County line. <br />Joe Phelps: I am a member of the Hillsborough Water and Sewer Advisory Board. We passed a <br />recommendation to the Hillsborough Planning Board that we were in favor of the concept of the Strategic <br />Growth Plan but there were concerns about the draft. We didn't want to say that you could not be outside <br />the lines of the water and sewer plan. <br />Jay Bryan: Was that resolution given to the Planning Board prior to their passing this resolution? <br />Joe Phelps: They had 30 seconds to look at it before they voted. <br />Max Kennedy: I have not been adequately informed about this. I would like to feel I have been informed <br />about what is taking place. Has there been a County Public Hearing on this? <br />Brian Dobyns: November 20'11. <br />Max Kennedy: If the rural buffer is extended it will devalue my property. I don't want to develop it. <br />Dennis Brooks: We own a farm and we were informed earlier than most.
