DRAFT <br />Judith Wegner: I think there hasn't been adequate chance for the public to if they are affected. I would <br />like to suggest that we consider the Board of County Commissioners for another public hearing on this so <br />we won't have a backlog for sufficient public opportunity to speak out. We need to find a way to <br />articulate what the significance of Phase I decision is. <br />Michelle Kempinski: Regarding the black line on the map, does that represent the existing water and <br />sewer management planning boundary agreement? The green is considered the watershed and rural <br />buffer area; will that be changing to watershed and coordinated planning area? <br />Craig Benedict: There is an existing Joint Planning Agreement (JPA) rural buffer to the south. We could <br />suggest that you subdivide the area to the south as existing rural buffer and identify the other sides as <br />watershed and rural areas. <br />Renee Price: Is the consultant being used differently now? <br />Craig Benedict: The consultant monies were for Phase I so we would look for the same consultant for the <br />implementation. The process before this was a staff supported elected official and appointed citizen task <br />force known as the Town of Hillsborough Orange County Urban Area Transition Task force which <br />compiled 10 Principals of Agreement as a basis more implementation work. Phase I is a conceptional <br />area of agreement as noted in the agreement. <br />Renee Price: Will it be the same consultant? <br />Craig Benedict: Yes, likely. <br />Renee Price: The orange area, is Hillsborough thinking of annexing the entire orange area? <br />Craig Benedict: Not at this time, but there will be an opportunity to annex that area in the future. <br />Renee Price: (to Jay Bryan) how do the people of Carrboro feel about this?[ie Annexation Agreement] <br />Jay Bryan: Not a good situation. <br />Brian Dobyns: My concerns begin on October 260' and go to November 20". SGP maps are the same on <br />the cover and planning area. That is the water/sewer boundary agreement maps. At this meeting, the <br />committee asked for an additional map is prepared showing additional lands around Hillsborough as part <br />of the area to be reviewed. The public advertisement that was issued on November 2, under purpose, it <br />refers to future actions. The planning department added the area in red after that. It was made available <br />on November 140'. If you reviewed it online it would be very confusing because it goes back and forth <br />between two different boundaries. On page 12 you see the original map. On pages 16, 17 and 18, you <br />see the new map. Later in the report it changes back. At the Public Hearing, we distributed one map <br />which shows the original area in red and the larger area in red. Phase I was introduced at the Public <br />Hearing. The way the information was presented, the public would not be able made sense of it and <br />commented it. I would like to take back my approval for this plan. As I look at the resolution, if you read <br />it, it accepts the November plan as policy guidelines. The process failed the citizens and I would like to <br />make a recommendation to hold an additional public hearing or take back our approval of that plan. <br />Craufurd Goodwin: It seems the two portions in red were included but there was no proposal to change <br />the circumstances or zoning of the individuals in that area. <br />as <br />2
