Approved 113107 <br />1 <br />Sam Lasris asked if there would be any more public comment. Craig Benedict said that the Phase I stage <br />is complete for public comment. There will be a completely new process with liberal public input as this <br />moves forward with land use plan amendment stages, interlocal agreement stages, zoning changes, etc. <br />In answer to questions about involvement of County residents, Craig Benedict said that there was a public <br />hearing for County purposes on November 20"', and Hillsborough had one on November 27"'. The <br />Hillsborough Planning Board had a meeting last night, and this meeting is to make a recommendation to <br />the County Commissioners on the Phase I plan. <br />Renee Price-Saunders said that she lives in area 3 and the only notice she received was because she was a <br />member of the Planning Board. <br />Judith Wegner said that having hearings is not the same as having community outreach meetings. She is <br />afraid that the outreach has not been effective. <br />Joel Knight said that he finds it interesting that within the rural buffer zone, there are some areas within <br />the Town limits on NC 57. He thinks that the rural buffer is an illusion. <br />Craig Benedict said that there would be an interlocal agreement to say that Hillsborough could not annex <br />beyond the urban service and annexation line. In Chapel Hill and Carrboro, the agreement has been <br />longstanding since 1987 and has been extended for the next 20 years. <br />Craufurd Goodwin said that it should be pointed out that Hillsborough had a community outreach hour <br />before the public hearing with the Town Commissioners and the committee members. The committee <br />also had a table at Hog Day and Last Fridays. <br />Jay Bryan asked for clarification on the jurisdictional changes and Craig Benedict showed areas on the <br />map. <br />Jay Bryan made reference to an issue that Renee Price-Saunders mentioned concerning annexation. In <br />terms of the Northern Transition Area, this result occurred without an understanding about the effect of <br />that. He asked if it was possible that part of the interlocal agreement would be that any proposed <br />annexation would come before the Planning Board and the County Commissioners before it was annexed. <br />Craig Benedict said that they would pursue this. Even after an agreement, the Town will have the ability <br />to annex an area because authority has been given by the State to do this. <br />Jay Bryan asked for any further written material for public comment. <br />Craig Benedict read an email from Noah Ranells into the record, as follows: <br />"This note is to provide public comment and input to the Hillsborough (-Efland) Buffer discussion at the <br />6 Dec 2007 Planning Board meeting. <br />Greetings, <br />I write this note from the perspective of a resident of Bingham Township and the thoughts herein <br />represent my personal comments on the Hillsborough (-Efland) buffer. <br />At a recent Efland-Mebane Small Area Plan Implementation Group meeting, the proposed Hillsborough <br />Buffer was discussed. I was unable to attend the first part of the meeting, but inquired before the close of <br />the meeting about this issue.
