Approved 113107 <br />as <br />planning jurisdiction and sometimes within the County's jurisdiction, there was interest in <br />coordinating activity. Also, there was an Orange County/Town of Hillsborough Urban Area <br />Transition Task Force that met through 2005 and came up with some principles of agreement. <br />This spawned the small area plan. <br />Examine the present conditions of planning issues such as land use patterns, utility, roadway <br />infrastructure, etc., and trend future conditions. <br />Planning for the future within the sustainability constraints of resources (natural, fiscal, and <br />public service) are then programmed for location and intensity. <br />Jurisdictional planning review guidelines to promote an efficient and coordinated orderly <br />pattern of growth - in this case, a cooperative planning agreement between the Town of <br />Hillsborough and Orange County. <br />Implementation strategy, but not the actual regulatory land use and zoning changes or <br />interlocal agreements that are the next formal stage (i.e., Phase 11). <br />Also, Phase I involves a "big picture" view and defines five key areas: <br />1. Town of Hillsborough limits. There are no changes within the limits. Hillsborough will be <br />hiring the consultant for part of its Phase H to examine some undeveloped properties and what <br />land use is best for these areas. <br />2. Town Extra-territorial jurisdiction (ETT). This is authority given by the State to plan within <br />the area, even without annexation. Hillsborough is interested in removing ED from the critical <br />area western boundary where development potential is limited and adding some ED to other <br />areas with present water and sewer systems with undeveloped property. The County has basic <br />courtesy review in the area. <br />3. Hillsborough Urbanizing. Part of Cooperative Planning Area. New Cooperative Land Use Plan <br />(previously Orange County's 10- and 20-year Transition Areas and EDD). A substantial change <br />includes the County transferring the day-to-day administration of zoning and subdivision activity <br />to the Town and that County approval is required for land use plan amendments and zoning <br />changes. The County has detailed courtesy review of project in this area. This is a possible area <br />for TDR. <br />4. Orange County Urbanizing. Part of Cooperative Planning Area. New Cooperative Land Use <br />Plan (previously Orange County's 10- and 20-year Transition and EDD on the outer edge of <br />Hillsborough Urbanizing). A moderate change includes the County retaining day-to-day <br />administration of zoning and subdivision activity in area, but Town approval is required for land <br />use plan amendments. The outer boundary of area will become annexation boundary. The Town <br />has detailed courtesy review of projects in the area. This is also a possible area for TDR. <br />5. Central Orange Rural Buffer. Part of Cooperative Planning Area. New Cooperative Land Use <br />Plan (primarily areas identified as Orange County Agricultural Residential and Rural Residential <br />bordering Orange County Urbanizing). Contains three sub-areas: <br />5a - outside Orange County Urbanizing and inside Water and Sewer Management, Planning and <br />Boundary Agreement (WSMPBA) boundaries; <br />5b - area southeast of Town outside Orange County Urbanizing and inside WSMPBA served <br />with Town water, but annexation not proposed; and <br />5c - areas to east and west in Lower Eno and Upper Eno Watersheds, respectively outside <br />WSMPBA. <br />Minor changes include the County being responsible for day-to-day administration.
