County to enter into a joint planning process to develop a `Small Area Plan' (SAP). There are <br />limitations to water resources, so the efficient and locational allocation of these and other <br />resources are paramount. A Town of Hillsborough and Orange County Steering Committee <br />has worked for the past year with the assistance of planning consultants (Clarion) to prepare the <br />Strategic Growth Plan. The Plan, eventually thru Phase I and Phase II, is intended to clarify the <br />most desirable rate, timing, intensity and location for growth occurring over the next 20 years <br />within and around the Town of Hillsborough. <br />An executive summary is on page one of the report. (Original copies were part of the December <br />12, 2006 agenda. Additional copies available upon request.) <br />The Plan is divided into two phases and intended for presentation over two quarterly public <br />hearing cycles. Phase One of the Plan was presented at the November 20, 2006 Quarterly <br />Public Hearing in Orange County and on November 27 in the Town of Hillsborough. It involves a <br />"big picture" view and generally illustrates four key areas. The November 20,2006 versions <br />originally had numbered areas but has now been made less specific by the Steering Committee <br />resolution and map dated January 17, 2007, based on public and Planning Board input. The <br />specifics will be part of a future Phase Two Cooperative Planning Area Agreement. These <br />generalized areas are noted below with brief comments as to possible changes and are <br />identified on the attached map of the resolution. <br />Conceptual Areas and Ideas <br />Town limits: (Gray) No changes. <br />Town Extra-territorial jurisdiction (ETJ) (Orange) <br />• Minor chances - Hillsborough to divest itself of some ETJ (i.e., return to Orange <br />County Planning jurisdiction) to west for additional ETJ to east and south of town. <br />• County has basic courtesy review in area. <br />Hillsborough Urbanizing (Orange) <br />• Part of Coordinated Planning Area. <br />• New Coordinated Land Use Plan (previously Orange County's10 and 20 Year <br />Transition Areas and EDD). <br />• Substantial changes - County to transfer of day-to-day administration of zoning and <br />subdivision activity to Town; County approval required for land use plan amendments <br />and zoning changes. <br />• County has detailed courtesy review of projects in area. <br />• Possible area for Transfer of Development Rights. <br />Orange County Urbanizing (Orange) <br />• Part of Coordinated Planning Area. <br />• New Coordinated Land Use Plan (previously Orange County's 10 and 20 Year <br />Transition and EDD on the outer edge of Hillsborough Urbanizing). <br />• Moderate changes - County retains day-to-day administration of zoning and <br />subdivision activity in area, but Town approval required for land use plan <br />amendments; outer boundary of area will become annexation boundary. <br />• Town has detailed courtesy review of projects in area. <br />• Possible area for TDR.
