We offer comments and suggested <br />revisions in response. The hearings were held on November 20, 2006 (Orange County Board of <br />Commissioners) and November 27, 2006 (Hillsborough Town Board). <br />The draft Strategic Growth Plan recommends revision of jurisdictional boundaries and designations in the areas <br />surrounding the Town of Hillsborough, and preparation of an Interlocal Agreement to implement the <br />recommendations. Work on the Plan is jointly sponsored by the Town of Hillsborough and Orange County. <br />Summary of Comments <br />Citizens attended and spoke at both Public Hearings. Following is a summary of key comments: <br />® Support for the concept of designating a firm annexation boundary for Hillsborough, surrounded by a <br />low-density Rural Buffer. <br />® Support for the boundaries suggested to delineate growth areas from low-density Rural Buffer areas. <br />® Support for cooperative action between Hillsborough and Orange County. <br />® Concern about land use designations contained in the draft Plan, suggesting uses and densities for <br />individual parcels of land. <br />® Concern that the proposed boundaries are not restrictive enough. <br />® Concern that the proposed boundaries are too restrictive. <br />® Concern about potential negative impacts of building Elizabeth Brady Extension. <br />® Concern that Elizabeth Brady Extension is needed but might not get built. <br />® Request that some area shown as Joint Interest on the map, to the south of Town limits, be designated <br />as Extraterritorial Jurisdiction instead. <br />This memorandum offers comments and revisions in response to these concerns and discussions. <br />Recommended changes are described below, and in key areas replacement pages for the Plan are attached.
