Coordinated Planning Area <br />Justification Staff Report <br />INFORMATION CONTACT: <br />Craig Benedict, Planning Director <br />245-2592 <br />PURPOSE: To consider adoption of a resolution and concept map accepting the Hillsborough <br />Area-Orange County Strategic Growth Plan: Phase One and calling for preparation of an <br />Interlocal Agreement. <br />BACKGROUND: : Phase One includes the `Small Area Plan Report' which was prepared by <br />Clarion and Associates, a joint funded project. Small area plans set the: <br />• General purpose of the planning study area; <br />• Examine the present conditions of planning issues such as land use patterns, utility and <br />roadway infrastructure, etc. and trend future conditions; <br />• Plan for the future within the sustainability constraints of resources (natural, fiscal, and <br />public service) which are then programmed for location and intensity; <br />• Jurisdictional planning review guidelines to promote an efficient and coordinated orderly <br />pattern of growth - in this case, a cooperative planning agreement between the Town of <br />Hillsborough and Orange County; and <br />• Implementation strategy, but not the actual regulatory land use and zoning changes or <br />interlocal agreements which are the next formal stage (i.e., Phase Two). <br />Overall, Phase One is the master concept plan for urban and surrounding rural areas, as now <br />further clarified by the attached resolution. <br />Growth pressures within the Town of Hillsborough, as well as in adjacent areas of Orange <br />County jurisdiction where the Town provides water and sewer services, prompted the Town and
