27 <br /> 1 Commissioner Pelissier said there are some letters in the agenda packets from the <br /> 2 Mayor of Hillsborough on the train station. She said the GoTriangle staff is seeking updates <br /> 3 regarding this station. <br /> 4 Commissioner Pelissier referred to the Light Rail Project, and said the Federal Transit <br /> 5 Administration has been asked to delay rating the project until the status of the funding cap is <br /> 6 known. <br /> 7 Commissioner Pelissier said if the cap is lifted, the state funding would not be what was <br /> 8 expected in the plan. She said GoTriangle is proactively looking at other sources for funding. <br /> 9 Commissioner Jacobs thanked Max Bushell, Town Hillsborough Transportation Planner, <br /> 10 for his responses to his questions about the rail. <br /> 11 Bonnie Hammersley said the MST meeting is not yet scheduled, but staff is considering <br /> 12 June 30th at Grady Brown Elementary School. She said there is a MST discussion scheduled at <br /> 13 the Orange Water and Sewer Association (OWASA) Board meeting on June 23rd <br /> 14 Commissioner Jacobs said on June 30th the Chamber has their annual event to honor <br /> 15 the local elected leaders. <br /> 16 Bonnie Hammersley said staff would look for another date. <br /> 17 Chair McKee asked if John Roberts found anything on the Board of Adjustment (BoA). <br /> 18 John Roberts said there is no statutory requirement for a Planning Board representative <br /> 19 on the BoA, but is limited by the BoA's adopted County policies and procedures, and also by <br /> 20 the Unified Development Ordinance (UDO). He said the Board of County Commissioners can <br /> 21 appoint who it wants and can amend the BoA document. <br /> 22 Chair McKee asked Craig Benedict, Planning Director, if this was a position that could <br /> 23 be filled soon, in order to have a Planning Board representative on the BoA. <br /> 24 Craig Benedict said he would share this with the Planning Board at their next meeting. <br /> 25 Commissioner Dorosin said he does not have a strong interest in having a Planning <br /> 26 Board representative on the BoA. He does not see a benefit to having a person serve on two <br /> 27 boards. <br /> 28 Commissioner Rich said given this discussion, it may be good to send out a notice in <br /> 29 order to garner more interested residents. <br /> 30 John Roberts cautioned that the Planning Board is a policy board, and BoA is a quasi- <br /> 31 judicial board, and a Planning Board member would need insure that policy opinions would not <br /> 32 influence their actions on the BoA. <br /> 33 Commissioner Jacobs asked Craig Benedict to communicate to the Planning Board that <br /> 34 if it does not fill this position, then the Planning Board will lose the opportunity. <br /> 35 Chair McKee said he would be very interested in hearing more about the alternative <br /> 36 financing for GoTriangle, and he requested that Commissioner Pelissier get this information to <br /> 37 share with the BOCC. <br /> 38 Commissioner Pelissier said she would do so. She said many other locations around <br /> 39 the country have spoken to her about the need to "cobble" resources together as funding is so <br /> 40 difficult. <br /> 41 Chair McKee said the Board had discussed a pilot program for Connect Orange with <br /> 42 Durham Tech, and asked Commissioner Price to consult with Commissioner Jacobs, <br /> 43 Commissioner Dorosin, and the newly appointed BOCC representative to Durham Tech, Mr. <br /> 44 Lee Storrow, over the summer break, and bring back a recommendation in the fall. <br /> 45 <br /> 46 13.
