7 <br /> 1 Commissioner Jacobs said he agreed with Commissioner Price that it is an Orange <br /> 2 County program funded by Orange County, and the BOCC can decide that which is best. <br /> 3 Commissioner Price said there may be some changes that are needed, but she does <br /> 4 not want to lose a year of the program. She said changes can always be made in the future as <br /> 5 well. <br /> 6 Bonnie Hammersley said she would follow up promptly. <br /> 7 Travis Myren resumed the presentation: <br /> 8 <br /> 9 Community Services <br /> 10 • Economic Development—Article 46 Sales Tax <br /> 11 o Reallocation of Prior Year Balance - $765,600 <br /> 12 ➢ Education amount ($382,800) reallocated 12/15/15 <br /> 13 ➢ Economic Development Recommendation <br /> 14 • SWOT Analysis - $75,000 <br /> 15 • Incentives - $307,800 <br /> 16 o Proposed Amendment— Launch Expansion - $33,500 <br /> 17 ➢ Request received after budget was introduced <br /> 18 ➢ Double space for incubator program <br /> 19 ➢ Three party agreement— County, Chapel Hill, UNC <br /> 20 ➢ Up to three year agreement <br /> 21 ➢ Reallocate from FY2016-17 incentive recommendation <br /> 22 <br /> 23 Commissioner Rich said it would be good to consider having some incubator space on <br /> 24 the Greene Tract. <br /> 25 Commissioner Jacobs said he would like to see some flex space there as well. <br /> 26 Commissioner Jacobs said the BOCC had received a $15,000 outside agency request <br /> 27 for a staff person for the Hillsborough Arts Council. He said it was his understanding that the <br /> 28 arts were going to be more closely coordinated through the Arts Commission, which will have a <br /> 29 new employee. He said he wants to insure that there are not multiple agencies doing parallel <br /> 30 work. <br /> 31 Steve Brantley said this Orange County position would be the same as the similar staff <br /> 32 person who just retired, and it is hoped that this position will collaborate with the Hillsborough <br /> 33 Arts Council and other arts organizations. He said this County employee would report to him, <br /> 34 but be funded through the Visitor's Bureau. <br /> 35 Commissioner Jacobs asked if the selection committee for this new position would <br /> 36 include outside arts people and internal staff. <br /> 37 Steve Brantley said it is currently himself and the Chair of the Arts Commission that <br /> 38 would be involved with the interviews. <br /> 39 Bonnie Hammersley said it is desired that the Arts Commission will participate in this <br /> 40 interview process. She said she interviewed the entire Arts Commission Advisory Board prior to <br /> 41 the position becoming vacant. She said it is hoped that the new employee will work to unite the <br /> 42 arts community. <br /> 43 Commissioner Rich said she does not want to duplicate what Hillsborough is doing with <br /> 44 this position. She said she does not want to give too much funding to Hillsborough, when the <br /> 45 County is seeking to bring on someone who will focus on promoting the arts across the County. <br /> 46 Commissioner Price said the Hillsborough Arts Council is seeking to provide on going <br /> 47 support to an existing part-time staff position.
