21 <br /> 1 B. Appointment — The Bicycle Safety Task Force shall be appointed by the BOCC. <br /> 2 The staff shall return to the BOCC in May with an OUTBoard recommended list <br /> 3 of individuals to be appointed to the Task Force. <br /> 4 <br /> 5 C. Term —The Bicycle Safety Task Force shall operate for a term not to exceed one <br /> 6 (1) year from the future appointment date of the Bicycle Safety Task Force. <br /> 7 <br /> 8 D. Charge —The charge of the Bicycle Safety Task Force shall be the following; <br /> 9 1. Develop a campaign for bicycle safety education and research; <br /> 10 2. Develop an implementation timetable with estimated funding request <br /> 11 information within the first 5 meetings, and present it to the OUTBoard for <br /> 12 review and recommendation, and review and approval by the BOCC; and <br /> 13 3. Develop an implementation report and present it to the OUTBoard for review <br /> 14 and recommendation, and review, approval and funding commitment by the <br /> 15 BOCC. <br /> 16 <br /> 17 A motion was made by Commissioner Rich, seconded by Commissioner Pelissier for the <br /> 18 Board to: <br /> 19 -Approve the amended Bicycle Safety Task Force Resolution (Attachment 3); <br /> 20 -Review and appoint the 18 applicants that have been recommended by the OUTBoard <br /> 21 (Attachment 1). <br /> 22 <br /> 23 VOTE: UNANIMOUS <br /> 24 <br /> 25 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to <br /> 26 appoint Commissioner Price as the BOCC liaison to the Task Force. <br /> 27 <br /> 28 VOTE: UNANIMOUS <br /> 29 <br /> 30 A motion was made by Commissioner Rich, seconded by Commissioner Pelissier to <br /> 31 select Heidi Perry as the Chair of the Bicycle Safety Task Force. <br /> 32 <br /> 33 Commissioner Price asked if the Task Force can decide who the chair would be. <br /> 34 Commissioner Rich said she spoke to several members, and Heidi Perry is very <br /> 35 passionate about bike safety. <br /> 36 Commissioner Jacobs said he agreed with Commissioner Price, but this group has 17 <br /> 37 members and it may save time having an experienced person take charge in running the <br /> 38 meetings. <br /> 39 Commissioner Dorosin said the committee has members representing both sides of the <br /> 40 issue, and, as such, it would be best to let the group pick their chair. <br /> 41 Commissioner Rich said she disagreed because everyone on this committee is in favor <br /> 42 of bike safety, and the group is tasked to come back with bike safety guidelines. <br /> 43 Commissioner Dorosin said he respectfully disagreed. <br /> 44 <br /> 45 VOTE: Ayes, 4 (Chair McKee, Commissioner Jacobs, Commissioner Rich, Commissioner <br /> 46 Pelissier); Nays, 3 (Commissioner Burroughs, Commissioner Dorosin, Commissioner Price) <br /> 47 <br /> 48 MOTION PASSES <br /> 49 <br /> 50 <br />
