20 <br /> 1 WHEREAS, the issue of bicycle safety has been a topic of interest by various County groups <br /> 2 over the past several years, including discussions by the Orange Unified Transportation Board <br /> 3 (OUTBoard), the Board of County Commissioners (BOCC), and citizen groups; and <br /> 4 <br /> 5 WHEREAS, a petition related to bicycle safety was brought forward at the BOCC's November <br /> 6 6, 2014 meeting during Petitions by Board Members and subsequently reviewed by the <br /> 7 Chair/Vice Chair/Manager agenda team; and <br /> 8 <br /> 9 WHEREAS, in response to the petition the Manager, Chair and Vice Chair discussed the topic <br /> 10 with NCDOT at its regular quarterly meeting; and Planning staff worked with the OUTBoard and <br /> 11 a subcommittee to develop recommendations; and <br /> 12 <br /> 13 WHEREAS, the BOCC received the OUTBoard's Bicycle and Pedestrian Safety Report, <br /> 14 including recommendations, at its June 16, 2015 meeting; and <br /> 15 <br /> 16 WHEREAS, there exists a need to address bicycle safety in accordance with the <br /> 17 recommendations of the OUTBoard's Bicycle and Pedestrian Safety Report; and <br /> 18 <br /> 19 WHEREAS, the creation of the Bicycle Safety Task Force and approval of the composition, <br /> 20 charge and term to same is within the purview of the BOCC; and <br /> 21 <br /> 22 WHEREAS, it is the best interest of the citizens of Orange County to create a Bicycle Safety <br /> 23 Task Force; <br /> 24 <br /> 25 NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners, by <br /> 26 approval of this resolution, does authorize the creation of a Bicycle Safety Task Force with <br /> 27 member composition in accordance with the following guidelines: <br /> 28 <br /> 29 A. Size and Composition — <br /> 30 1. No larger than 18 people total <br /> 31 2. Stakeholders from each of the groups below would be included in the <br /> 32 membership, and a Board of County Commissioner liaison: <br /> 33 a. Law enforcement agencies (Sheriff's Department, Highway Patrol) <br /> 34 b. School representatives <br /> 35 c. Orange County Visitor's Bureau <br /> 36 d. NCDOT staff <br /> 37 e. County and regional planning staff <br /> 38 f. County business <br /> 39 g. A representative from the Hillsborough/Orange County Chamber <br /> 40 of Commerce and the Chapel Hill/Carrboro Chamber of <br /> 41 Commerce <br /> 42 h. Bicycle advocacy groups <br /> 43 i. Those who work with driver's education classes and traffic <br /> 44 offenders <br /> 45 j. Up to six (6) additional interested and concerned Orange County <br /> 46 residents <br /> 47 k. Two (2) OUTBoard members. <br /> 48 <br />
