7 <br /> 1 Paul Laughton said Mental Health America was funded at $5,000 and Freedom House <br /> 2 at $30,000. <br /> 3 Commissioner Rich asked if, since the two agencies are merging, $35,000 is being <br /> 4 given, and services are potentially being duplicated. <br /> 5 Bonnie Hammersley said Ms. White, Mental Health of America, said services would not <br /> 6 be duplicated. She said funds were requested for the expansion of other services, which could <br /> 7 not be accomplished with the County funding. <br /> 8 Commissioner Rich said it would be good to have a follow up report. <br /> 9 Commissioner Rich said Mental Health of America was helping Family Success Alliance <br /> 10 zone 4, and she wanted to talk to the Health Department about what would happen to the <br /> 11 navigators from zone 4 without this support system. She said transportation is an issue in zone <br /> 12 4. <br /> 13 Commissioner Price said these two organizations are coming together but it will not lead <br /> 14 to a duplication of services. She said both organizations need funding. She said the services <br /> 15 have been expanded and 3 to 80 year olds are being served in a comprehensive care clinic. <br /> 16 She asked staff if there was room to increase the line item of Mental Health America. <br /> 17 Chair McKee said doing so would require a change to the Resolution of Intent, but the <br /> 18 issue can come back in the fall if the need should arise. <br /> 19 Commissioner Price said as long as it is understood that the organization can come <br /> 20 back and ask for more money. <br /> 21 Chair McKee said agencies can always make requests for the Board's consideration. <br /> 22 Commissioner Burroughs said Communities in Schools voted today to dissolve their <br /> 23 organization. <br /> 24 Commissioner Jacobs asked if there is an overarching statement, which is given to non- <br /> 25 profits, about applying for funding appropriations. <br /> 26 Bonnie Hammersley said there is an acknowledgement as to what Orange County has <br /> 27 adopted and instructions on reporting back on a quarterly basis, but she does not think there is <br /> 28 any statement about coming back throughout the year for additional funding. She said she <br /> 29 does get calls throughout the year from agencies, and there are budget amendments <br /> 30 considered on a monthly basis. She noted the social justice fund may be an appropriate <br /> 31 source. <br /> 32 Commissioner Jacobs said he is not encouraging agencies to ask for more funding, but <br /> 33 suggested having a set of guidelines. <br /> 34 Bonnie Hammersley said perhaps department heads can monitor outside agencies for <br /> 35 any concerns. She said this would allow more ongoing communication. <br /> 36 Paul Laughton said there are performance agreements with each agency after the <br /> 37 adoption of the budget. He said all agencies must provide quarterly reports in order to receive <br /> 38 the quarterly allocation. <br /> 39 Commissioner Rich asked if there is any additional information needed about this <br /> 40 merger of Freedom House and Mental Health of America, to insure that services are not being <br /> 41 duplicated. She said she is concerned about the growing number of non-profits who seem to <br /> 42 be doing the same thing.
