10 <br /> 1 Chair McKee said another white sheet was just put at the Commissioners' places, which <br /> 2 is four items that were inadvertently left out of blue folder for discussion tonight. <br /> 3 Commissioner Dorosin asked if changes in the outside agencies could be reviewed. <br /> 4 Paul Laughton said the total amount was $52,662, which included the Food Council. <br /> 5 Bonnie Hammersley said all changes would be updated and brought to the June 21st <br /> 6 meeting. <br /> 7 Commissioner Dorosin asked if the total added to the Manager recommended <br /> 8 $1,115,441 is $52,662. <br /> 9 Paul Laughton said yes, and $147,000 remains from $200,000 to be allocated this <br /> 10 evening. <br /> 11 <br /> 12 Chair McKee said the Board still needs to consider the four items on the white page just <br /> 13 received and the items on the second portion of page 410. <br /> 14 Bonnie Hammersley referred to the Piedmont Food and Agricultural Processing Center <br /> 15 (PFAPC) amendment, and said that is a County Manager amendment, and the $17,000 is <br /> 16 already considered. She said the remaining three items on the white sheet are to be <br /> 17 considered. <br /> 18 Paul Laughton said the total of those three items is $68,891. <br /> 19 Chair McKee referred to the Compton Pond amendment ($1,800), and said he and <br /> 20 Commissioner Price met with residents from that area. He said staff was asked to talk with the <br /> 21 State to evaluate the pond and treat the whole pond, since it feeds into Lake Orange, which is <br /> 22 being treated. He said staff spoke with the State, and there are some contingency funds, but <br /> 23 the treatment would use that entire contingency, so he proposed the $1,800 amendment to <br /> 24 fund this treatment. <br /> 25 Commissioner Rich said she is comfortable with all three proposed items, and asked if <br /> 26 the remaining balance could be given, if these three items were to be funded. <br /> 27 Paul Laughton said $78,447 would remain. <br /> 28 <br /> 29 A motion was made by Commissioner Rich, seconded by Commissioner Burroughs to <br /> 30 approve items on white sheet (Operating Budget Amendments), and use the remaining funds <br /> 31 for the discussion on section 2 of the outside agencies. <br /> 32 <br /> 33 Commissioner Dorosin asked if there could be discussion about the proposed additional <br /> 34 deputy recommended by Chair McKee. <br /> 35 Chair McKee explained that several years ago the Board addressed Emergency <br /> 36 Services needs through a task force, but did not include any public safety staffing issues. He <br /> 37 said he felt one additional deputy in the Sheriff's department would provide additional coverage <br /> 38 in the rural areas. <br /> 39 Commissioner Jacobs referred to the Compton Pond and the hydrilla problem, and said <br /> 40 he hoped that staff would recommend the least harmful chemicals, as was done with the Eno <br /> 41 River years ago. <br /> 42 David Stancil, Department of Environment, Agriculture, Parks and Recreation Director, <br /> 43 said his understanding is that the same sort of treatment that was used in the Eno River will be <br /> 44 used again, and it may be even safer at this point, but he would double check. <br /> 45 <br /> 46 VOTE: UNANIMOUS (on all three items on white sheet) <br /> 47 <br /> 48 Discussion of Outside Agencies — Page 410 in budget book <br /> 49 The Board reviewed each of the following items, finalizing numbers: <br /> 50 <br />
