15
1 David Stancil said that is yet to be determined and that there would be a maintenance
2 level through 2019. He said his understanding is that the dues will remain at this level for the
3 next two to three years, and then may start to come down.
4 Chair McKee said he would not assume these dues will be reduced as the water issues
5 are very complicated and the continued need to monitor the water quality is high.
6 Commissioner Price asked if other counties are paying the same dues.
7 Chair McKee said it is prorated and Wake County pays the biggest expense.
8
9 Travis Myren resumed the presentation:
10
11 Public Safety
12 0 Emergency Services
13 • Upgrade OC Alerts - $6,333
14 o Text Opt In
15 o Report crime tips —text to OC Alerts
16 o Synchronization with social media
17 o 1,904 subscribers
18 o 386 alerts sent since 2015
19
20 • Critical Online Testing - $6,000
21 o Remote testing for Telecommunicator applicants
22 o 4-5 Out of State applicants each hiring cycle
23
24 • Tactical Medic Program - $10,705
25 o Purchase personal protective equipment
26 o Support high risk law enforcement situations
27 o Three trained paramedics
28 • Equipment Replacement EMS — $33,900
29 o Automatic External Defibrillators (AEDs)
30 o Medical Equipment
31
32 Commissioner Burroughs asked if there are enough telecommunicators and if turnover
33 is a problem.
34 Dinah Jeffries, Interim Emergency Services Director, said there will never be enough
35 telecommunicators. She said turnover is high nationwide due to the demands of the hours,
36 working on weekends and holidays, as well as the demand to keep up with technology. She
37 said the critical online testing does help in weeding out candidates who may not be best suited
38 to the job, but the County is competing with other counties for the same candidates.
39 Commissioner Burroughs asked if compensation for these positions should be higher.
40 Travis Myren said there is a recurring application process so as not to delay hiring.
41 Commissioner Jacobs said the turnover rate has been reduced compared to what it
42 used to be.
43 Dinah Jeffries said about 90-92% are retained, while five years ago it was around 72-
44 78%.
45 Chair McKee asked if all the recommendations of the Emergency Services Task Force
46 have been implemented.
47 Dinah Jeffries said every one of the recommendations from the Emergency Services
48 Task Force has been implemented.
