11 <br /> 1 Commissioner Price referred to the Economic Development Districts and asked if there <br /> 2 will be mobile home parks and owners that will be affected as these are built out. <br /> 3 Commissioner Rich clarified that this conversation was prompted by the mobile home <br /> 4 parks being pushed out on Martin Luther King Boulevard in Chapel Hill due to new construction, <br /> 5 and the County wanting to have funds in reserve for land banking. <br /> 6 Commissioner Rich said she thought it was important to partner with Chapel Hill and <br /> 7 Carrboro and to ask these Towns to land bank as well. <br /> 8 Chair McKee said he agreed regarding the history of this conversation and noted the <br /> 9 specific concern regarding mobile home parks in municipalities being pushed out and how the <br /> 10 County may help. He said the County could provide raw land and some infrastructure to <br /> 11 accommodate mobile homes and this was his understanding of the intent of the $1 million. <br /> 12 Bonnie Hammersley said Chapel Hill has been land banking for some time. <br /> 13 Chair McKee said the conversations with the Towns should happen subsequent to the <br /> 14 Board's discussion. <br /> 15 Commissioner Pelissier said it is important keep in mind the need for access to <br /> 16 transportation, when considering land banking. <br /> 17 Chair McKee asked if there is enough time to get a plan and details in place before the <br /> 18 proposed $2.5 million draw from bond funds in 2017. <br /> 19 Travis Myren said yes, if there are projects in place. <br /> 20 Bonnie Hammersley said the plan is to go out for the bond money in the spring of 2017. <br /> 21 <br /> 22 Travis Myren resumed the presentation: <br /> 23 <br /> 24 Library Services (graph) <br /> 25 <br /> 26 Human Services <br /> 27 0 Library Services <br /> 28 • Cedar Grove Kiosk Materials and Operations - $10,500 <br /> 29 o 350 items available 24/7 <br /> 30 o Books, DVDs, Audiobooks for all ages and hot spots <br /> 31 • Expanded Technology Offerings <br /> 32 o Hotspot loaner pilot in collaboration with IT <br /> 33 • 46 on-hold <br /> 34 o Laptop Program — $2,870 <br /> 35 • 6 laptops and 5 I-pads for use in-house <br /> 36 <br /> 37 Commissioner Price suggested having someone available during the week to assist <br /> 38 residents with using the Kiosk. She added that the community is interested in having actual <br /> 39 books on the shelves, especially for children. <br /> 40 Lucinda Munger, Library Director, said there would be books and magazines, as well as <br /> 41 the Kiosk. She said she also hopes the community will donate gently used books. <br /> 42 Chair McKee said there seemed to be less angst about the Kiosk earlier this week, than <br /> 43 about a month ago.
