16 <br /> 1 Commissioner Price asked if the Go Triangle passes will be available to students. <br /> 2 Bonnie Hammersley said as of now the passes are just for employees, but other options <br /> 3 will be considered moving forward. <br /> 4 Travis Myren resumed the presentation: <br /> 5 <br /> 6 Employee Pay and Benefits <br /> 7 • Employee Pay and Benefits <br /> 8 o Salary savings increased from 1.5% of budgeted salaries to 3.0% based on <br /> 9 experience - $1.5 million total <br /> 10 o 3% across the board increase split 7/1/16 and 1/1/17 <br /> 11 o No in-range adjustments <br /> 12 o Meritorious Service Awards — recommends three levels as one time performance <br /> 13 bonuses <br /> 14 ➢ $500 — proficient performance <br /> 15 ➢ $750 —superior performance <br /> 16 ➢ $1,000 — exceptional performance <br /> 17 o Compression Reduction Program - $500,000 <br /> 18 o No changes to retirement, health, or dental premium contributions <br /> 19 o Living wage increase to $13.15 per hour for all County employees - $32,400 <br /> 20 o Retiree health insurance - $151,409 increase (8%)for Medicare eligible enrolled <br /> 21 employees <br /> 22 <br /> 23 Commissioner Jacobs asked if the BOCC could receive a chart of the meritorious <br /> 24 service awards since the recession. <br /> 25 Commissioner Jacobs asked if there is an update about the tuition reimbursement <br /> 26 program. <br /> 27 Brenda Bartholomew said it is very well used and can provide exact numbers to the <br /> 28 BOCC. <br /> 29 Commissioner Dorosin asked if it is known how many employees will be affected by the <br /> 30 living wage increase. <br /> 31 Brenda Bartholomew said it would mainly affect temporary and seasonal employees. <br /> 32 Commissioner Dorosin referred to the compression reduction program, and asked if the <br /> 33 $500,000 will go to adjusting salaries to relieve compression, or is part of it going towards <br /> 34 studying the compression. <br /> 35 Brenda Bartholomew said the $500,000 will go directly go to the employees. <br /> 36 Commissioner Dorosin asked if the breakdown of the allocation could be explained. <br /> 37 Brenda Bartholomew said, if the budget is adopted, there will be a 2% wage increase <br /> 38 applied to all employees on July 1, 2016. She said, secondly, there would be a compression <br /> 39 adjustment for those employees affected by compression, which is about 65% of employees, at <br /> 40 an average adjustment of$750. She said on January 1, 2017, there will be a 1% wage <br /> 41 increase applied to the post compression adjusted salary. <br /> 42 Commissioner Dorosin said at some point, he would like to re-consider a sliding scale of <br /> 43 percentage raises, in order to shift greater raises toward the lower paid employees, and more <br /> 44 moderate raises to the higher paid employees. <br /> 45 Bonnie Hammersley said Commissioner Dorosin's statement is the goal and with the <br /> 46 recession, percentages were moved away from. She said the difficulty arises in finding ongoing <br /> 47 revenue funds. She said core competencies will be looked at, so that employees know what <br /> 48 will be expected in order to be a superior performer. She said there will be an implementation <br /> 49 pilot this year, which will include employee input. She said the process of evaluating employees <br /> 50 will also be reviewed. <br />
