ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 20, 2007 <br />Action Agenda <br />Item No. 5 j <br />SUBJECT: Designated Agent for Federal Financial Assistance Under Disaster Relief Act <br />DEPARTMENT: Emergency Management PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />- Designation of Applicant's Agent & <br />Applicant Assurances <br />- Original Budget & Scope of Work <br />- Original Signed Application for Federal <br />Assistance <br />INFORMATION CONTACT: <br />Kent McKenzie, 968-2050 <br />PURPOSE: To request changing the designated agent for Orange County for Federal Disaster <br />Relief Act projects from Mr. John Link to Ms. Laura Blackmon, for the purpose of obtaining, <br />maintaining and closing out projects that fall under the Disaster Relief Act (Public Law 288. 93rd <br />Congress). <br />BACKGROUND: Orange County has received funding for several projects through the Federal <br />Disaster Relief Act (Public law 288. 93rd Congress). In anticipation of submitting closeout <br />paperwork for HMPG DR-1490-0005, a hazard mitigation program grant that provided funding to <br />install new diesel-fueled back-up generators at the Oconneechee Mountain communications <br />tower site and at the new Meadowlands facility in Hillsborough, the County needs to name a <br />new designated agent. At the time the grant was issued, Mr. Link was the county manager (see <br />attached original signed application for federal assistance) and was made the designated agent <br />on the project. In order to properly close out this grant and in preparation for other potential <br />Disaster Relief Act funding, the designated agent needs to be changed from Mr. Link to Ms. <br />Blackmon. <br />FINANCIAL IMPACT: Changing the designated agent should have no financial impact to the <br />county. Failure to change the designated agent could result in the loss of reimbursement under <br />the current Hazard Mitigation Grant Program in the amount of $92,986. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize the change of <br />the designated agent for Federal Disaster Relief Act for Orange County from Mr. John Link to <br />Ms. Laura Blackmon.
