ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 20, 2007 <br />Action Agenda <br />Item No. 10--a <br />SUBJECT: Report on Efland-Mebane Small Area Plan Implementation Focus Group <br />DEPARTMENT: Planning <br />PUBLIC HEARING: (YIN) <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Chart entitled "Efland-Mebane Small Craig Benedict, 245-2592 <br />Area Plan Implementation Measures, Perdita Holtz, 245-2611 <br />Identified Methods, and Priorities" <br />PURPOSE: To receive information regarding the Efland-Mebane Small Area Plan <br />Implementation Focus Group. <br />BACKGROUND: <br />Origin: The Efland-Mebane Small Area Plan Implementation Focus Group <br />(EMSAP IFG) which was appointed by the BOCC in August 2006. The <br />group consists of community members, advisory board members, and a <br />BOCC member. <br />Who's EMSAP IFG and the Planning Department. <br />Involved: <br />Status: The EMSAP IFG has prioritized Implementation Measures contained in <br />the adopted Efland-Mebane Small Area Plan (see attached chart). <br />Upcoming 1. Highway 70 corridor plan and a proposed new zoning district to <br />Issue: implement the corridor plan. <br />2. Site and architectural guidelines for the proposed Mixed Use area that <br />includes the central core of Efland. <br />3. Comprehensive master plan for water and sewer services and <br />completing an engineering study of the OAWS water system. <br />Description 1. The EMSAP IFG has begun preliminary work on a Highway 70 <br />and Report: corridor plan and zoning district. This was identified as a high priority <br />item during the prioritization process and is expected to be able to be <br />accomplished by the EMSAP IFG and Planning Staff. <br />2. An additional high priority implementation measure is to develop site
