(consultants to the County) <br />UNC Charlotte Urban Institute (consultants to the County) <br />Re: Transfer of Development Rights information for Feb. 12 Work Session <br />The purpose of this memo is to let you know what we will be discussing with you at the work <br />session on February 12. As you may recall, we have entered the third phase of the worl~ on the. <br />Transfer of Development Rights study. The purpose of this phase is to select the program design <br />and administrative options, write the ordinance and prepare the implementation plan. To this <br />end, we are asking for your input and providing you with information as follows. <br />First, we will ask you to determine the key goals of the TDR program that will guide the <br />selection of administrative and program design options. We'll use the results of the survey sent <br />out to you last week as the starting point for discussion and will seek to reach a consensus among <br />the Commissioners on the topics covered in the survey: <br />• Priorities for land preservation through TDR <br />• Priorities for increased development through TDR <br />• Measures of success for the TDR program <br />Next, we will briefly review with you the administrative and program design options that will be <br />the object of the next several months' work with County staff, County attorney, Planning Board <br />'and TDR Worl~ing Group as we assess the best fit for Orange County among the various options, <br />consistent with the direction you will have given us in the TDR program goals. <br />The last portion of our discussion will be to let you know what the rest of the planning process <br />for the TDR program will look like. The process will include: <br />^ Meeting with Orange County staff and County attorney (March, May, June) <br />^ Meeting with the Planning Board (Preliminary) in March and May <br />^ Meeting with the TDR Working Group, consisting of representatives from several <br />advisory boards (April, July) <br />^ Presentation at the May 24th BOCC work session to finalize the program options and <br />evaluation measures <br />^ Request to set forth legal advertisement for the August QPH (June 26th) <br />^ A presentation and Public Hearing at the August 21St BOCC meeting to present the final <br />proposed ordinance and program <br />^ Recommendation by Planning Board and review by BOCC (September, October) <br />We will have a handout for you on Feb. 12 that contains the full schedule of meetings and <br />activity on the project, including public involvement. <br />
