0 ? y <br />TO: Laura Blackmon <br />Orange County Manager <br />FROM: Neil Pederse <br />Superintende <br />RE: - Elementary No. 10 <br />DATE: January 26, 2007 <br />As we discussed earlier this week, I am enclosing a copy of the agenda item for our <br />February' l" Board of Education meeting. The Board is being asked to make awards for . <br />Elementary No. 10 on the condition that funds are authorized by the Orange County Board of <br />Commissioners and to direct the administration to seek a Project Ordinance that would provide <br />sufficient funds. <br />We are proposing that the Board of Education consider using the' multi-prime contractor <br />approach because we and other school districts have had bad experiences with the single prime <br />contractor, J.M. Thompson. The difference in bids is less than $25,000., We are also proposing <br />that the Board consider value engineering options that would reduce the cost of the project by <br />approximately $735,000. If both of these recommendations are accepted, we are still about $1.3 <br />million over our projected-costs for the entire project. We believe that any delay will only <br />increase the cost of the school given the continuing escalation of construction costs. <br />We must break ground in March to be able to open this school for the 2008-09 school <br />year. There are still other challenges facing us; however, it is critical that the County <br />Commissioners take action as soon as possible on this request. Our Board of Education will <br />take action on this recommendation on February 1; therefore, we are asking that you place this <br />on your February 6 agenda.
