County will receive construction bids for non-school projects, such as the Justice Facility and <br />Central/Northern Orange Senior Center, in. the near future. Additional funding beyond the <br />amounts approved by the Board may also be required to complete those projects as planned. <br />The County's Debt Management Policy sets the County's non-enterprise fund debt limit as <br />fifteen percent of the annual General Fund budget. Based on the project funding plans outlined <br />in the October 11 memorandum, the County will come very close to its debt capacity limitation <br />over the next three to four years. The result of increasing the debt amounts already endorsed <br />for individual projects, would be either that there would need to be a corresponding decrease in <br />an individual project previously endorsed by the Board or that the County would exceed its debt <br />capacity limitation. <br />RECOMMENDATION (S): The Manager recommends that the Board receive and discuss <br />information related to the Elementary #10 project, and direct staff to review and analyze the <br />impacts of Chapel Hill-Carrboro City School's request for $24.3 million for Elementary #10.
