ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 6, 2007 <br />Action Agenda <br />Item No. 7-b <br />SUBJECT: Animal Services Center Public Art Project <br />DEPARTMENT: Orange County Arts PUBLIC HEARING: (Y/N) No <br />Commission <br />ATTACHMENT(S): <br />Photos of Dog Sculptures <br />INFORMATION CONTACT: <br />Martha Shannon, 245-2335 <br />PURPOSE: With money allocated from the Fiscal Year 2006-07 CIP and additional donated <br />money, the Orange County Arts Commission (OCAC) proposes to purchase two steel dog <br />sculptures ($2,800 each) from Carrboro artist Mike Roig (the interactive outdoor sculptures (8 ft. <br />tall x 1 ft. wide x 7 ft. deep) would be temporarily located at various Orange County-owned <br />properties until they are installed at the to-be-constructed Animal Services Center upon its <br />completion). <br />BACKGROUND: The OCAC has been communicating its interest in this project with senior <br />staff since October, 2006. OCAC representatives presented this proposal to the Design <br />Committee for the new Animal Services Center on January 22, 2007. Bob Marotto, Animal <br />Services Director, and the Advisory Committee feel this is a wonderful opportunity to make art a <br />part of the new building and grounds. Staff would like to initially locate these dog sculptures <br />behind the Historic Orange County Courthouse in Hillsborough (Margaret Lane side). Staff has <br />conversed and received approval from the Town of Hillsborough's attorney (Bob Hornik) to <br />temporarily locate these dog sculptures at this site for 4 to 6 months through a Temporary Use <br />Permit. <br />FINANCIAL IMPACT: Orange County included $5,000 from the CIP for use during Fiscal Year <br />2006-07 for art at County facilities. Staff would also use $600 from money donated from the <br />Howard Perry and Walston Foundation and the Triangle Network of Theatres for this purpose. <br />This increase was approved by the BOCC on January 23 via Budget Amendment. <br />The artist has agreed to move the sculptures to various sites in Orange County free of charge. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the OCAC's <br />proposal to purchase two outdoor steel dog sculptures by Carrboro artist Mike Roig for $5,600 <br />and locate them at various Orange County-owned properties until they are installed at the to-be- <br />constructed Animal Services Center upon its completion.
