As shown in our proposal,Neel-Schaffer has debris management/monitoring experience with <br /> numerous communities following disasters both large and small. Our recent Hurricane Ike experience <br /> Includes monitoring of municipal ROW debris removal, cleaning more than a million cubic yards of beach <br /> sand,and vessel/marine debris removal from 350,000 acres of bays and the Gulf of Mexico. Neel-Schaffer <br /> has monitored the removal of more than ten million cubic yards of debris from public and private property in <br /> more than 35 communities,following hurricanes,tornadoes,floods,wind storms,and severe winter storms. <br /> We have monitoring experience on all types of disaster debris,including vegetative debris, C&D debris, <br /> hazardous frees,cars,vessels, marine debris,channel debris, hazardous waste,asbestos,white goods, <br /> contaminated debris, and beach sand cleaning. <br /> Neel-Schaffer understands the importance of this project for debris removal monitoring services in Orange <br /> County. Our experience In cleanup efforts to date has shown that securing qualified personnel, providing <br /> timely responses,and maintaining proper documentation are the keys to the reconstruction from the <br /> devastation left by disasters, Neel-Schaffer provides qualified managers and supervisors,who will hire local <br /> residents to be debris site monitors. Debris site monitors will be trained on aspects of debris eligibility, <br /> recognizing ROW, properly completing documentation, and safety. They will be provided personal protection <br /> equipment,e.g.,hard hat,safety vest,and safety glasses,as needed. <br /> Neel-Schaffer debris removal projects have Included both public and private property as well as structure <br /> demolition and other specialized monitoring:We understand the issues/challenges(private properties, FEMA <br /> rules/regulations, public involvement,etc.),have an organized approach to the project, and are prepared to <br /> mobilize and begin work Immediately. <br /> Neel-Schaffer is committed to minimizing costs to Orange County through competitive hourly rates along with <br /> careful management of working hours. We will work closely with Orange County in developing staffing levels <br /> to ensure adequate oversight and documentation of the project,while minimizing costs to the public, We <br /> take very seriously the challenge of managing a quick,effective debris removal project,while maximizing <br /> federal and state reimbursement <br /> Mr. Nelson Lucius, P.E.,Officer-In-Charge and Mr. Derrick Tucker, P.E., Project Manager have played key <br /> roles on many Neel-Schaffer debris projects over the past five years. Mr. Lucius will serve as the Officer-in- <br /> Charge on this project and has extensive emergency management and debris management experience <br /> following numerous hurricanes and other disasters.
