2 <br />determining the exact location of the proposed land swap to accommodate the Hillsborough <br />Motor Pool/Public Works site. Ongoing discussions between County.and Town leadership <br />and staff recently culminated in a site walk through that resulted in a proposed solution to this <br />remaining concern. <br />Attachment 2 is a letter from the Town Manager Eric Peterson outlining a land swap in which <br />the Town would reduce the size of the land they would receive, partner with the County for <br />shared meeting space within a renovated Link Government Services Center, and reserve <br />certain properties for future use to be negotiated. <br />Attachment 3 is a map that describes the proposed land swap. <br />Attachment 4 - by way of reference - is the Committee Recommendations section of the <br />Master Plan (January 2006) with a NOTE added to incorporate the proposed land swap <br />under "Master Plan Rationale" on page 3 of the Attachment (page 14 of this agenda <br />abstract), and the Hillsborough letter to serve as "Appendix 4". <br />The Hillsborough Town Board discussed this item at its December 11, 2006 meeting, and the <br />Town Board gave its approval/endorsement of the Fairview Public Campus Master Plan with <br />the proviso that before the design and construction of the park facilities, there be some <br />discussion/consideration between the two Boards on providing an alternative amenity instead <br />of the tennis courts. <br />FINANCIAL IMPACT: There is no cost associated with the confirmation of the proposed <br />land swap within the Fairview Public Campus Master Plan. The 2001 voter approved bonds <br />included $850,000 for development and construction of Phase Two of Fairview Park. <br />Next steps needed to facilitate the land swap will include retaining a surveyor and developing <br />the plats and deeds to be recorded subject to Legal review and Board approvals. The Town <br />has proposed taking the lead on these land service activities and requesting its attorney to <br />develop a proposed cost-sharing agreement for management review and adoption by both <br />Boards. <br />RECOMMENDATION(S): The Manager recommends that the Board <br />1) confirm the proposed land swap as outlined and applicable to the approved Fairview <br />Public Campus Master Plan; and <br />2) commit to discuss/consider providing an alternative amenity instead of the tennis <br />courts, as proposed by the Hillsborough Board of Commissioners, before the design <br />and construction of the park facilities.
