Development PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Bid Results; Work Specifications Tara L. Fikes, 245-2490 <br />PURPOSE: To award two housing rehabilitation contracts for the Orange County CDBG <br />Scattered Site Housing Rehabilitation Program. <br />BACKGROUND: The Housing and Community Development Department solicited bids from <br />qualified housing, rehabilitation contractors participating in the County's Housing Rehabilitation <br />Program for the general repair portion of the work specifications. Bids were also solicited from <br />lead based paint abatement contractors for items containing lead based paint as required by <br />federal regulation. <br />The informal bidding process is governed by the North Carolina General Statues §143-131 and <br />does not require a minimum number of bids. Additionally, present program procedures provide <br />that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally, <br />all contractors participating in the County's Rehabilitation Program are required to utilize current <br />deconstruction and material recycling methods during the repair process. <br />Bids were solicited on November 8 and November 22, 2006 with a bid opening on December 5, <br />2006 with three bids received for the Overland Passage property. For the 216 W. Union Street <br />property, bids were solicited from participating contractors on October 11 and November 1, <br />2006 and with a bid opening on November 8, 2006 with two bids received for the lead <br />abatement work at 216 W. Union Street. Bids for the housing rehabilitation portion were <br />solicited on October 4 and November 1, 2006 with a bid opening on November 8, 2006 with a <br />total of three bids received for the project. Bid results are attached. <br />FINANCIAL IMPACT: Funds are provided by a CDBG Scattered Site Housing Rehabilitation <br />grant awarded by the N.C. Department of Commerce. <br />RECOMMENDATION(S): The Manager recommends that the Board award the following <br />housing rehabilitation contracts: <br />Dwelling Unit Bid Amount Contractor <br />2607 Overland Passage, Chapel Hill $34,750 William Long Construction Co. <br />216 W. Union Street, Hillsborough $ 1,500 Eastern Environmental <br />$28,689 Harmony Homes LLC
