Morinaga Public Water & Sewer -Transfer of Ownership to City of Mebane <br /> 16 The Board transferred ownership of the recently constructed water and sewer utility <br /> 17 infrastructure to the City of Mebane and authorized the Chair to sign. <br /> 18 j. Amendment to the Orange County Code of Ordinances — Mobile Food Vending <br /> 35 Businesses <br /> 36 The Board considered adopting rules regulating the operation of mobile food vending <br /> 37 businesses in Orange County and authorizing the Chair to sign. <br /> 38 John Roberts presented the following background information: <br /> 39 <br /> 40 This item is presented in response to a Board petition to expand the opportunities for mobile <br /> 41 food vending businesses in Orange County. <br /> 42 <br /> 43 Currently mobile food vending units are a lawful use of property in Orange County. The Orange <br /> 44 County Code of Technical Ordinances ("UDO") does not address mobile food vending <br /> 45 businesses. Recent court decisions have made clear that unless a use is specifically prohibited <br /> 46 by law, the presumption will be for the free use of property in favor of the property owner. <br /> 47 <br /> 48 Among other things the proposed ordinance prohibits the operation of mobile food vending <br /> 49 units on residentially zoned property, requires all permits and grade cards to be posted in a <br /> 50 conspicuous location, mandates commercial general liability insurance coverage, imposes <br />
