Report from Managers on Joint Efforts <br /> 8 a) Outside Agency Funding Application <br /> 9 Bonnie Hammersley said it was brought to their attention that there were some concerns <br /> 10 about this application process. She reviewed the following information: <br /> 11 <br /> 12 BACKGROUND: <br /> 13 For several years, Orange County and the Towns of Chapel Hill and Carrboro have issued a <br /> 14 unified request for applications for outside agency funding. For the FY2016-17 funding cycle, <br /> 15 changes were made to the application. The Third Sector Alliance, a membership group of <br /> 16 nonprofits serving Orange County, provided feedback, indicating challenges in completing and <br /> 17 submitting applications. The survey summary (Attachment 5a) from the Alliance is attached as <br /> 18 well as the corresponding full report (Attachment 5b)for your review. The County Manager and <br /> 19 Town Manager intend to initiate a process this summer that will include Town staff, County staff <br /> 20 and the Alliance to revise the funding application as well as exploring ways to provide an <br /> 21 informative and interactive process that will assist in meeting the needs of the Third Sector <br /> 22 Alliance and the local government Boards. <br /> 23 Mayor Hemminger thanked them for this review. <br /> 24 Commissioner Burroughs said this new form was much harder, and she is glad the <br /> 25 application will be simplified. <br /> 26 <br /> 27 b) Additional Items of Interest <br /> 28 Bonnie Hammersley said she and Roger Stancil meet monthly to discuss mutual issues. <br /> 29 She said there are two studies in the County's recommended budget: one is a double taxation <br /> 30 study, and the other is the development impact study. She said Chapel Hill is interested in <br /> 31 working with the County on this, and an invitation will be extended to the other towns as well. <br /> 32 Bonnie Hammersley said discussions about staff collaboration on matters of economic <br /> 33 development and affordable housing have been happening for a year. <br /> 34 Bonnie Hammersley said another idea that is being pursued is pulling together like- <br /> 35 senior staff to have a day retreat, in order to discuss how to do things better with each other. <br /> 36 Roger Stancil reiterated that the Towns of Chapel Hill and Carrboro and Orange County <br /> 37 are working together with the easements on Rogers Road, and that is all working well. He said <br /> 38 he and Bonnie Hammersley work together well. <br /> 39 Mayor Hemminger said the County is having difficulty filling ETJ and JPA positions on <br /> 40 the Chapel Hill Planning Commission, and staff may come back with options for filling these <br /> 41 positions. <br /> 42 Commissioner Dorosin suggested reaching out to the Rogers Road area for candidates. <br /> 43 Donna Baker said she asked David Caldwell to reach out to this community, which he <br /> 44 did, but received no response. <br /> 45 Council Member Parker said this issue is about equity, and the ETJ is only 7% of the <br /> 46 Town. He said having two seats on the planning commission equals 22%. <br /> 47 Commissioner Dorosin said this arena is the only place where these residents have a <br /> 48 political vote and voice. <br /> 49 Council Member Parker said how many seats are appropriate. <br /> 50 Mayor Hemminger said this issue can be further discussed with the Town Council. <br />
