3 <br /> 1 • Rename the 0/1 (Office/Institutional) zoning district to the O/RM (Office/Research and <br /> 2 Manufacturing) zoning district. <br /> 3 • Allow for additional principal uses to be permitted by right in the modified O/RM zoning <br /> 4 district. <br /> 5 o Hotels and motels <br /> 6 o Industrial, light <br /> 7 o Microbrewery and winery, production only <br /> 8 o Health services (over 10,000 square feet) <br /> 9 • Modify the existing assembly and packaging use type in Section 5.2, Table of Permitted <br /> 10 Uses. <br /> 11 <br /> 12 Proposed Amendments <br /> 13 • Delete residential uses as a permitted use in the modified O/RM zoning district. <br /> 14 o Multifamily <br /> 15 o Family care home <br /> 16 o Group care facility <br /> 17 o Rooming house <br /> 18 • Delete tourist home as a permitted use in the modified O/RM zoning district. <br /> 19 <br /> 20 Proposed Amendments <br /> 21 • Create a new permitted use type, Research and Manufacturing Facility, to allow for <br /> 22 research facilities with advanced manufacturing operations in the modified O/RM and <br /> 23 existing I-1, 1-2, and 1-3 (Industrial Light, Medium, and Heavy, respectively) zoning <br /> 24 districts. <br /> 25 <br /> 26 Proposed Amendments <br /> 27 • Comprehensive Plan text amendments are necessary to ensure references to the <br /> 28 current 0/1 (Office/Institutional) zoning district are modified to reflect the proposed O/RM <br /> 29 (Office/Research and Manufacturing) zoning district. <br /> 30 <br /> 31 Public Notification <br /> 32 • Completed in accordance with Section 2.8.7 of the UDO <br /> 33 o Newspaper legal ads for two successive weeks <br /> 34 Public Input Meeting <br /> 35 • April 20, 2016 to review the proposed amendments and accept public comment. <br /> 36 o No concerns about the proposal were expressed by attendees. <br /> 37 Mailed Notifications <br /> 38 • Mailings were sent to property owners in the County who own property zoned as 0/1 <br /> 39 (Office/Institutional) to inform them of the proposed amendment. <br /> 40 <br /> 41 Recommendation <br /> 42 • The Administration recommends the Board: <br /> 43 • Receive the proposed amendments to the UDO as detailed in this abstract and <br /> 44 attachments. <br /> 45 • Conduct the public hearing and accept comment on the proposed amendments. <br /> 46 • Close the public hearing. (Note that, because this is a legislative decision, <br /> 47 additional comments at a later date are permitted). <br /> 48 • Decide on one of the following options: <br /> 49 • Adopt the proposed amendments by approving the Statement of <br /> 50 Consistency (Attachment 2) and Ordinance (Attachment 3). <br /> 51 • Defer a decision to a later BOCC regular meeting date. <br /> 52 • Refer the item back to the Planning Board for a specific purpose. <br /> 53 <br /> 54 Questions and Public Comment <br />
