To summary, the immediate next steps that we recommend are the following: <br /> 1. The establishment of the Heritage Center and the construction of a <br /> Southwest library branch. This should be followed as soon as possible by a <br /> North/West expansion of the Northern Branch in Cedar Grove and the <br /> establishment of a West County Branch in Efland. <br /> 2. A study of the advantages and disadvantages of a county-wide jointly <br /> operated technical support system. Other mechanisms for collaborative <br /> activities between the County library system and the Chapel Hill library <br /> should continue to be explored. <br /> 3.
