ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: January 23, 2007 <br />Action Agenda <br />Item No. 5 ^ 0 <br />SUBJECT: Historic Preservation Fund (HPF) Grant Application for FY 2007 <br />for Cultural & Archaeological Surveys <br />DEPARTMENT: Environment and Resource PUBLIC HEARING: (Y/N) No <br />Conservation <br />ATTACHMENT(S): <br />1) Grant Application <br />(including project budget and maps) <br />2) Map of Archaeological Remains <br />Potential Zones (from 1981 Land Use <br />Element) <br />3) Draft Goals and Objectives - NC <br />Historic Preservation Plan for 2006-2010 <br />INFORMATION CONTACT: <br />David Stancil, ERC Director 245-2590 <br />Pam Jones, Purchasing Director 245-2652 <br />PURPOSE: To consider submitting an application for matching grants monies to offset the cost <br />of a cultural and archaeological survey for Hollow Rock Access Area/New Hope Preserve park <br />project scheduled for the master plan design process in the coming year. <br />BACKGROUND: Orange County participates in the federal Certified Local Government <br />program (through the Historic Preservation Commission) and as such is eligible to apply for <br />Historic Preservation Fund (HPF) monies, a 60-40 matching fund program. Awards usually <br />range from $1,500 to $15,000. Grants are selected on a competitive basis. The priorities <br />identified for this year's funding cycle include the completion of statewide architectural and <br />archaeological surveys. <br />In October of 2006, the Board adopted a new policy requiring cultural and archaeological <br />surveys for county development projects. The County has conducted such surveys as part of <br />the master plan design process for new parks, since the design of Little River Park and Natural <br />Area in 1999. <br />Cultural and archaeological surveys typically include the following components: background <br />research, systematic surface and subsurface investigation (digging based on a grid system), <br />field reconnaissance, and a reporting of the results. Information from these surveys can be <br />used to assist in the siting of future facilities and/or for identifying areas of historic and cultural <br />interest for possible interpretation. In past projects, Orange County staff have prepared a <br />Request for Proposals (RFP) outlining the scope of the work, and advertised the project to <br />consultants who meet standard criteria. The costs of these surveys vary depending on size of <br />the subject property and the amount of subsurface investigation (digging).
