, - <br /> Minutes of the Hoard of Commissioners <br /> 4;00 <br /> Monday, February 7, 1949 <br /> The Board met at the usual hour in the Commissioners Room at the <br /> Courthouse. Present Collier Cobb, Jr., Chairman, Ben F. Wilson and <br /> Hubert G. Laws, Commissioners. <br /> The Minutes of the January meeting was read end approved. <br /> I ! <br /> Two road petitions were presented as follows: Road located in Cedar Grove <br /> Township running from White Oak Church to Mebane Roe nd known es Mebane <br /> Route 3, Road, distance two and one-half miles. The,other petition was for <br /> a road in Bingham Township, running frcm Highway No. 54 at Pendergrass, to <br /> Chapel Hill-Antioc Road, diatance two and one-half miles. Both petitions will <br /> be investigated at a later date, <br /> The following applications to retail beer .n the county, were, upon motion <br /> approved. <br /> Kate Plummer, <br /> Claude W. Porterfield. <br /> -G.-Lee Horner. <br /> Application of John L. Wagoner to retail beer was rejected due to his <br /> having been convicted of violating the prohibition laws within two years. <br /> Mrs. Jean M. Hear, Superintendent of Public Welfare appeared and asked <br /> • that Fannie Johnson of Cedar Grove, N. C. be granted.$23.00 per month as <br /> Aid to Blind. Aaso that grant of Mettle Woods be increased from $25.00 per <br /> month to $30.00 per month. Upon motion the Hoard granted both requests. <br /> M. C. Burt, Negro Farm Agent presented his annual report on the work <br /> done through his office for the year 1946. <br /> Mrs. Kathryn Hamrick and Miss Virginia Cathay appeared and reported on <br /> the work done through the office of Home Demonstration Agent. <br /> Upon motion of Commissioner Wilson, seconded by Commissioner Laws the, <br /> billb were approved and ordered paid: <br /> E. N. Kenion eleven ducks killed by dogs $11.00. <br /> Mrs. J. H. Hanner Sour young turkeys killed by dogs 12.00. <br /> Mrs. C. H. Taylor one pig killed by dogs 7.50, <br /> Upon motion of Commissioner Laws, duly seconded by Commissioner Wilson <br /> and all members of the Board voting in the affirmative the Tax llector <br /> is hereby authorized to issue beer license to applicants the hold a license <br /> issued-by ilmunicipality without requiring said applicant to make application <br /> to Board of County Commissioners. <br /> Upon motion of Commissioner Wilson, seconded by Commissioner Laws the <br /> following bills are hereby ordered paid out of the General. Fund: <br /> To Watts Hospital for autopsy of W. L. Howling $100.00 <br /> To Dr. Haywood Y. Taylorof Duke Hospital to complete toxicological <br /> study in case of Wesley Lewis Howling S200.00 <br /> Upon motion of Commissioner Wilson, duly seconded by Commissioner Laws <br /> Mr. Charles Williams of Hillsboro, N. C., is hereby appointed Electrical <br /> Inspector forthe northern part of Orange County as heretofore designated <br /> by map. Said appointment effective as of February 1, 1949. <br /> The fact finding committee that were appointed by the Board at a previous <br /> meeting to study the needs of the County appeared and presented a very fine <br /> report as to the needs for school euildings, roads and other county offices. <br /> The Board accepted the report and thanked the committee for their fine <br /> work and assured them that the report would be carefully studied at a later <br /> maeting. <br /> It was brought to the attention of the Hoard that the Town of Chapel <br /> Hill had been collecting the taxes in the Chapel Hill Special School Dis- <br /> trict since the creation of said district and that the handling of such <br /> taxes had been very much of a burden to the Town of Chapel Hill tax author- <br /> ities and bad not proven a satisfactory method of collecting this tax. It <br /> was further brought to the attention of the Board that the said town was <br /> requesting that the tax authorities of Orange County take over the collection <br /> offthe school district taxes. After full discussion the members of the Hoard <br /> were of the opinion that the County should take over such responsibility. <br /> Upon motion of Commissioner Laws, seconded by Commissioner Wilson the <br /> following resolution was unanimously adopted: <br /> Resolved, That the County of Orange be fixed with the duty and respon- <br /> sibility of levying and collecting of the taxes in the Chapel Hill Special <br /> School district beginning with the present tax year and the Board requests <br /> that the 1949 Session of the General Assembly pass such special act as is <br /> necessary to accomplish this purpose. <br /> CONTD. <br />
