RES-2016-041 Q <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> RESOLUTION HONORING <br /> CAPTAIN NORMAN JAMES HORTON <br /> FOR 28 YEARS OF LAW ENFORCEMENT SERVICE AND <br /> AWARDING HIM HIS BADGE AND SIDEARM <br /> WHEREAS, Captain Norman James Horton joined the Orange County Sheriff's Office as a Deputy <br /> on June 20, 1988 and has held the ranks of Deputy, Corporal, Sergeant,Lieutenant, and Captain; and <br /> WHEREAS, Captain Horton's service and dedication to the Orange County Sheriff's Office and <br /> dedication, service, and accomplishments in the field of law enforcement during his 28 years of service <br /> are hereby recognized and commended;and <br /> WHEREAS, North Carolina General Statute § 20-187.2 provides that retiring officers of the Orange <br /> County Sheriff's Office may receive, at the time of their retirement, the badge worn or carried by them <br /> during their service with Orange County;and <br /> WHEREAS, North Carolina General Statute § 20-187.2 further provides that the Orange County <br /> Board of Commissioners may, in its discretion, award to a retiring officer the service sidearm of such <br /> retiring officer at a price determined by the Board of Commissioners, upon securing a permit as <br /> required by North Carolina General Statute § 14-402 et seq; and <br /> WHEREAS, Captain Horton has served as a member of the Orange County Sheriff's Office for a <br /> period of more than 28 years and will retire from the Orange County Sheriff's Office on June 30, 2016; <br /> NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners as <br /> follows: <br /> 1. Sheriff Charles S. Blackwood is hereby authorized in accordance with the provisions of North <br /> Carolina General Statute § 20-187.2 to transfer to Captain Horton the badge worn by him <br /> during his service with the Orange County Sheriff's Office;and <br /> 2. Sheriff Charles S. Blackwood is hereby authorized in accordance with the provisions of North <br /> Carolina General Statute § 20-187.2 to transfer to Captain Horton his service sidearm at no cost <br /> to the officer and upon his securing a permit required by North Carolina General Statute § 14- <br /> 402. <br /> BE IT FURTHER RESOLVED, that the Orange County Board of Commissioners recognizes and <br /> thanks Captain Horton for his dedicated service to Orange County and its residents. <br /> Adopted this the 7`" day of June, 2016. <br /> Earl McKee,Chair <br /> Orange County Board of Commissioners <br />
