He said if public money goes towards improving a unit, then there would need to be <br /> a guaranteed rental rate in return. <br /> Commissioner Burroughs asked if the item could be clarified. <br /> Chair McKee said staff will develop a strategy as to how to proceed, but not actually <br /> authorize going forward. <br />
