26 <br /> The Manager's proposed 2016-17 budget will include an additional recommended <br /> appropriation of$30,000 for the Bond Education Committee activities, vendor services and <br /> information materials and will be subject to final approval by the Board of County <br /> Commissioners as part of FY 2016-17 budget deliberations. <br /> A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> authorize the Manager to review and approve all final materials developed by the Committee to <br /> confirm content is accurate and complete and maintains an educational purpose. <br /> VOTE: 6-0 (Commissioner Pelissier absent) <br /> A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> approve the proposed funding plan outlined above to support the Committee's work and <br /> assistance through a vendor. <br /> VOTE: 6-0 (Commissioner Pelissier absent) <br /> 8. Reports <br /> a. FY 2015-16 Third Quarter General Fund Financial Report <br /> The Board received a Third Quarter General Fund Financial Report for the period of <br /> July 1, 2015 — March 31, 2016. <br /> Gary Donaldson reviewed the four attachments contained in the abstract. He said <br /> Orange County is on track with the 2015-2016 budget, as it was established, and there are no <br /> concerns regarding revenues or expenditures. He commended the efforts of the staff in the <br /> Tax Administration office and reminded the Board that property taxes will still be gathered after <br /> the end of the fiscal year. He said investment earnings have increased greatly this year. <br /> Commissioner Dorosin asked if there is an update regarding the collection of increased <br /> fees from the ABC Commissioner. <br /> Chair McKee said there is no current update but he will bring it up at the next ABC <br /> Board meeting. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive the FY 2016 Third <br /> Quarter General Fund Financial Report and provide staff with feedback. <br /> 9. County Manager's Report <br /> Bonnie Hammersley reviewed the following, which are projected May 10, 2016 Regular <br /> Work Session Items: <br /> • Affordable Housing Strategic Plan Update <br /> • Orange County Employment and Labor Statistics <br /> • Facility Naming Policy <br /> Bonnie Hammersley said the first public budget hearing will be on May 12th at the <br /> Whitted Building. <br /> 10.
