23 <br /> 7. Regular Agenda <br /> a. Bond Education Committee Appointments and Additional Actions <br /> The Board considered: <br /> 1) Reviewing and consider appointing applicants to the Bond Education Committee who <br /> will develop and assist in disseminating information to voters concerning the November <br /> 8, 2016 bond referenda; <br /> 2) Review and consider appointing Co-Chairs of the Committee as the Board determines <br /> appropriate; <br /> 3) Authorize the Manager to review and approve all final materials developed by the <br /> Committee to confirm content is accurate and complete and maintains an educational <br /> purpose; and <br /> 4) Provide any feedback to the Manager regarding the proposed funding plan to support <br /> the Committee's work and assistance through a vendor. <br /> Commissioner Price said there seemed to be only one representative from the northern <br /> portion of the County and asked if more recruitment can be done. <br /> Donna Baker said the Community Relations Department was very helpful in the <br /> solicitation process for applicants and the County kept the process open for one week longer <br /> than originally intended. <br /> Commissioner Rich said she wanted to get this committee started as soon as possible. <br /> Commissioner Jacobs suggested appointing just two positions tonight and re- <br /> advertising for subsequent positions. <br /> Commissioner Price said she does not want to stop the process, but there should be <br /> more diversity. <br /> Commissioner Dorosin referred to Commissioner Price's concerns and said he would <br /> concede his seat to either Chair McKee or Commissioner Price, in order to achieve greater <br /> geographical diversity. <br /> Commissioner Price accepted Commissioner Dorosin's position on the committee. <br /> A motion was made by Commissioner Rich, seconded by Commissioner Price to <br /> appoint two at-large seats tonight, replace Commissioner Dorosin's seat with Commissioner <br /> Price, and to re-advertise the other two at-large positions to be filled no later than June 21St <br /> VOTE: 6-0 (Commissioner Pelissier absent) <br /> Orange County Resident Position 1: <br /> A motion was made by Commissioner Rich, seconded by Commissioner Jacobs to <br /> appoint Elizabeth Welsby to position 1. <br /> VOTE: Ayes, 3 (Commissioner Rich, Commissioner Jacobs, Chair McKee); Nays, 3 <br /> (Commissioner Burroughs, Commissioner Dorosin, Commissioner Price) <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Price to <br /> appoint Jamezetta Bedford to position 1. <br /> VOTE: Ayes, 3 (Commissioner Dorosin, Commissioner Burroughs, Commissioner Price); Nays, <br /> 3 (Commissioner Rich, Commissioner Jacobs, Chair McKee) <br />
