2 <br />evaluation completed in 2004 by the state showed that Orange County needs two additional <br />staff persons to meet all of the requirements of this program. This would enable the cost of <br />additional personnel to be partially offset by increased fees. It is anticipated that if the <br />associations are successful and legislation is passed, a fee schedule would be proposed by the <br />Orange County Board of Health to the BOCC, taking into account factors such as the mandated <br />inspection frequency, size of the facility, and complexity of food preparation processes. It is not <br />anticipated that this program would become 100% self-sufficient through fee recovery since <br />institutional inspections of adult care homes, day cares, schools, and others are included. <br />The Orange County Board of Health adopted this resolution at its November meeting. <br />FINANCIAL IMPACT: There -is no financial impact associated with passing this resolution. If <br />legislation authorizing setting fees at the local level is passed, the financial impact will be a <br />positive one in that the program would be able to have a lower proportion of local tax support. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the resolution, <br />authorize the Chair to sign it, and that it be forwarded it to the respective Associations.
