Each MPO/RPO (Rural Planning Organization) has their own <br /> method for ranking the projects and then submits a final preliminary list to NCDOT for <br /> prioritization in the SPOT process. <br /> Once the State has prioritized the projects at the Statewide level using a 100% data-driven <br /> process, the MPOs/RPOs and the local NCDOT Divisions have the opportunity to provide <br /> comment on project prioritization. This comment is provided in the form of local input points, with <br /> 15% of the score driven by the local MPO/RPO and 15% by the NCDOT Division at <br /> the Regional Impact level and 25% of the score driven by the local MPO/RPO and 25% by the <br /> NCDOT Division at the Division Needs level. <br /> Each MPO/RPO has a different method for allocating local input points. The most important <br /> element to consider is that each MPO/RPO is competing within the Funding Region or Division <br /> for a limited amount of funds, so it behooves the MPO/RPO to put points on the highest scoring <br /> projects, as these are more likely to receive funding in a very competitive funding environment. <br /> Otherwise, MPOs/RPOs also consider geographical equity and local goals and priorities in <br /> assigning points. <br /> Orange County Projects <br /> Orange County initially submitted 29 projects to the various MPO/RPO organizations for <br /> prioritization in the SPOT P4.0 process combined. NCDOT Division 7 added projects, while <br /> certain projects were eliminated/added during the MPO/RPO process to prepare the final <br /> preliminary list. <br />
