Attachment 3
16
4PNppTHp9 y STATE TRANSPORTATION IMPROVEMENT
''''-* F7gpN5QpQP PROGRAM DEVELOPMENT
The State Transportation Improvement Program (STIP) is the North Carolina Department of Transportation's
(NCDOT) 10-year construction schedule for projects. The schedule is updated every two years based on a data-
driven process called Prioritization, as well as the latest state and federal financial situation, and the status of
preconstruction activities. Schedule development must adhere to the Strategic Transportation Investments (STI)
law, which mandates ongoing evaluation and improvement to ensure the process continues to be responsive to
North Carolina's diverse needs. Developing a STIP is accomplished through ongoing collaboration with our regional
planning partners—metropolitan and rural planning organizations—and public input is a key component.
Process Begins r
Fall 2015 Abbreviations
MPOs—Metropolitan Planning Organizations
Public Input Cyc'Q RPOs—Rural Planning Organizations
west Strategic Prioritization Office of Transportation
r STIP—Statewide Transportation Improvement Program
9
MPOs, 9dz0 •Public
NCDOT divisions •Local Planning Organizations
submit new
Color Codes •Local NCDOT Divisions
projects for scoring •NCDOT Headquarters
•NC Board of Transportation
MEI
cN 3
•••
0 SPOT reviews and calculates Quantitative Summer 2017
Scores for projects(new and existing) NC Board of
v under the latest Prioritization criteria,
formulas and weights.Includes review of all Transportation
data, costs and input from MPOs,RPOs, approves Final
NCDOT divisions and NCDOT staff. 2018-2027 STIP
®
Late Winter/ 1
STIP Unit identifies - Winter 2016
Early Spring 2016 and publishes
NCDOT releases a
Statewide Mobility entire draft STIP w
projects for
the draft STIP
3
•
46. 00 L_
Spring 2016 MPOs, RPOs, NCDOT divisions rank STIP Unit identifies and publishes Fall 2076
projects on the Regional Impact level Division Needs projects for the
(which can include projects that draft STIP
were not funded at the Statewide
Mobility level)
I‘H
irsig SPOT finalizes
Division Needs
SPOT finalizes project scores
Regional Impact
project scores f
` • --
0 0
Summer 2016 STIP Unit identifies and publishes » MPOs,RPOs,NCDOT divisions rank
Regional Impact projects for the projects at the Division Needs level 3 Summer2076
draft STIP (which can include projects that were c
not funded at the Statewide or
Regional level)
For more information,visit www.ncdot.gov/strategictransportationinvestments/
