NCDOT STIP 2018-2027 Fact Sheet Tom Altieri, Comprehensive Planning <br /> Supervisor, 919-245-2575 <br /> Craig Benedict, Planning Director, 919- <br /> 245-2592 <br /> PURPOSE: To receive an update on the SPOT P4.0 Transportation Project Funding process <br /> and the status of Orange County projects in the SPOT P4.0 process. <br /> BACKGROUND: Every two years, the North Carolina Department of Transportation (NCDOT) <br /> updates the State Transportation Improvement Program (STIP) using a prioritization process. <br /> The STIP allocates funding for transportation projects in five year increments. Projects in the <br /> first five years are guaranteed funding, while projects in the second five years are programmed <br /> preliminarily, but are still subject to reprioritization. This process is managed through the <br /> Strategic Planning Office of Transportation (SPOT) using its strategic mobility formula. This is <br /> the fourth iteration of the prioritization (P4.0) and uses a data driven process, which reflects <br /> changes made in 2013 with the passage of the Strategic Transportation Investments (STI) law. <br /> P4.0 is being undertaken to create the 2018 — 2027 STIP. <br /> State Process <br /> The Strategic Mobility Formula funds projects at three levels — the Statewide level, <br /> the Regional Impact level, and the Division Needs level. As the names suggest, each level <br /> provides funding for projects in different amounts and at different geographies. The Statewide <br /> level is allocated $6 billion across the state, the Regional Impact level receives $4.5 billion <br /> allocated by population across funding regions (each is composed of two NCDOT divisions), <br /> and the Division Needs level is provided $4.5 billion on a fair share basis, i.e. each division <br /> receives the same amount. <br /> In terms of project eligibility, the Statewide level addresses significant congestion and <br /> bottlenecks at a statewide scale and only applies to projects on interstates, at large commercial <br /> service airports, and/or on Class I freight rail corridors. The Regional Impact level addresses <br /> improved connectivity within regions and only applies to roadway projects on NC or US Routes, <br /> other commercial service airports, rail service between two or more counties, public transit <br />
