2
The applications now total sixteen (16), thirteen (13) which were recommended by the
OUTBoard, and three (3) resulting through the efforts of the Manager's Office. This equates to
one application over the total number provided by the adopted Resolution. Therefore, a
proposed amended Resolution is attached for the Commissioners' consideration (Attachment 2)
to expand the membership from fifteen (15) to sixteen (16) members.
OUTBoard Recommendation
The OUTBoard reviewed the applications and recommended appointment of all 14 of the
applicants, as listed in the excerpt of the draft minutes of the April 4th meeting (Attachment 3).
While the OUTBoard also recommended that the BOCC request that Sheriff Charles Blackwood
select someone from the Sheriffs Office to serve on the Task Force, this request has been
addressed with the application that has been received from Deputy Brian Whitehurst.
The OUTBoard designated two of its members, Heidi Perry and Jeff Charles, to serve as
liaisons to the task force. The Resolution also calls for a BOCC liaison to the task force.
FINANCIAL IMPACT: Other than staff time, there is no immediate financial impact associated
with this item.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this
agenda item:
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
Efforts to implement the recommendations of the Bicycle and Pedestrian Safety Report
through the creation of a task force will result in positive outcomes related to the above Goal.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Consider and approve the revised Bicycle Safety Task Force Resolution;
2. Review and appoint the thirteen (13) applicants that have been recommended by the
OUTBoard and the three (3) additional applicants received to complete the membership
groups; and
3. Appoint a BOCC liaison to the Task Force.
