April 4, 2016 Draft Orange Unified Craig Benedict, Planning Director, 919- <br /> Transportation Board (OUTBoard) 245-2592 <br /> Minutes (Excerpt) <br /> PURPOSE: To review applicants to the Bicycle Safety Task Force, consider an amended <br /> Bicycle Safety Task Force Resolution, and make appointments. <br /> BACKGROUND: The Resolution authorizing the creation of a Bicycle Safety Task Force and <br /> future appointment of members to serve on the task force was approved by the Board of County <br /> Commissioners (BOCC) at its March 1, 2016 meeting. The BOCC requested that staff work <br /> with the OUTBoard and return with a recommended list of names to be appointed to the Task <br /> Force. <br /> At its March 16, 2016 meeting, the OUTBoard finalized the application form for the Bicycle <br /> Safety Task Force. With the assistance of OUTBoard members and County staff, Public <br /> Service Announcements (PSAs) for the task force application process were: <br /> • Circulated on social media; <br /> • Included in the County newsletter; <br /> • Provided to multiple local newsgroups and other media sources; <br /> • Provided to the chambers of commerce; <br /> • Provided to the school system; <br /> • Provided to membership groups identified in the Resolution; and <br /> • Provided to other groups previously expressing interest in the topic of bicycle safety <br /> Staff and the OUTBoard have made an extensive good faith effort towards fulfilling the intent of <br /> the BOCC's guidelines for Task Force composition. A total of 14 applications were received and <br /> presented to the OUTBoard at its meeting on April 4, 2016 (Attachment 1), representing nine (9) <br /> of the eleven (11) membership groups. Since the OUTBoard meeting, three (3) additional <br /> applications have been received through efforts made by the County Manager's office to <br /> address the other two membership groups (the Sheriffs Department and the Chapel <br /> Hill/Carrboro Chamber of Commerce), and to have a member from the Visitor's Bureau Board. <br />
