In the agreement, <br /> Orange County agrees to turn over ownership and operation of any utility infrastructure built in <br /> the agreement's designated service area to the City of Mebane. In this sense, the County is <br /> acting as a developer of this designated growth area, building a framework of water and sewer <br /> infrastructure from which future development can grow. <br /> The Morinaga America Foods, Inc., Facility Infrastructure Improvements project was completed <br /> in July 2015 at a total project cost of $945,868. The project design was funded by Article 46 <br /> sales tax revenue; however, the construction received funding reimbursement of approximately <br /> $716,903 through a North Carolina Community Development Block Grant - Infrastructure. The <br /> improvements are intended to provide a backbone of water and sewer infrastructure for an area <br /> that has been designated for development for many years but had no utility infrastructure readily <br /> available. 2,015 linear feet (LF) of 12" PVC sewer, 1,720 LF of 12" ductile iron (DI) water, 3,830 <br /> LF of 16" DI water lines and 10 fire hydrants were installed. A map of the project is shown in <br /> Attachment 1. The next step is to transfer ownership to the City of Mebane. <br /> The water and sewer infrastructure installed by the County as part of this project and the <br /> associated easements are the property of the County. Per the interlocal agreement, this <br /> property must be transferred to the ownership of the City of Mebane. This transfer of property / <br /> assets needs to be approved by the BOCC. Staff has developed a utility infrastructure <br /> dedication form for this transfer, based on previous Orange County utility transfer forms <br /> (Attachment 2). With this foresight, staff coordinated with the City of Mebane during permitting <br />
