16 <br /> 1 Commissioner Rich said she also spoke with an applicant to the Chapel Hill Planning <br /> 2 Board, and it was an enlightening conversation. She learned that some applicants are highly <br /> 3 qualified, and others do not even know about the board to which they are applying. She said <br /> 4 the BOCC should talk about this process going forward, in order to know who is being <br /> 5 appointed. She said it is important to not pick randomly. <br /> 6 Commissioner Price said even though she has been hesitant to take recommendations <br /> 7 from staff, it does provide some degree of vetting. <br /> 8 Commissioner Price said she attended another Habitat home dedication, which was a <br /> 9 lovely community event. <br /> 10 Commissioner Jacobs said on the issue of appointments, there was discussion years <br /> 11 ago regarding for which boards recommendations should be accepted. He said the current <br /> 12 attitude is that an applicant's capabilities do not seem to be as important as their socio- <br /> 13 economic position or demographic characteristics. He said these latter factors are certainly <br /> 14 valid, but it is important to have people who are knowledgeable and interested in serving. <br /> 15 He said he would like to resume a more conscious appointment process. <br /> 16 Commissioner Jacobs said he wanted to clarify that no one has ever petitioned the <br /> 17 Board to name the Cedar Grove Community Center. <br /> 18 Commissioner Jacobs said he received an email with comments regarding how the <br /> 19 BOCC will divide up affordable housing funds. He said no decisions have been made, and he <br /> 20 wants that to be clear. <br /> 21 Commissioner Pelissier said she really appreciated these comments regarding <br /> 22 appointments. She said some additional questions have been added to certain board <br /> 23 applications. She said she is sometimes uncomfortable with appointments, and noted that <br /> 24 greater effort will be required in order to do things more thoroughly. She said this all warrants <br /> 25 further discussion. <br /> 26 Chair McKee said four of the five Commissioners present this evening have expressed <br /> 27 discomfort with the appointment process, which he would consider a petition on the topic. He <br /> 28 asked if this topic could be scheduled for a work session in the fall. He added that he too has <br /> 29 concerns about the appointment process. <br /> 30 Chair McKee said an email was received from WRAL requesting an interview to <br /> 31 comment on school funding. He said he spoke with WRAL and strongly emphasized the <br /> 32 BOCC's historically demonstrated value of, and funding for, public education. <br /> 33 Commissioner Rich said Travis Myren sent out the school report for 2016 which is very <br /> 34 helpful. <br /> 35 Chair McKee said he wanted to point out Orange County's level of spending at the <br /> 36 Public Budget Hearing on Thursday. <br /> 37 <br /> 38 13.
