7 <br /> 1 Commissioner Jacobs mentioned all of the housing boards that currently exist. <br /> 2 Travis Myren asked if the Board wants staff to create a charge for the proposed elected <br /> 3 leaders group. <br /> 4 Commissioner Jacobs said one option to consider is using the HOME program review <br /> 5 group, and another is to create a new group. He said it would be helpful to look at the functions <br /> 6 of all of the housing boards. <br /> 7 <br /> 8 Recommendations Underway <br /> 9 Additional Resources Recommended <br /> 10 <br /> 11 • Existing programs/policies where additional resources are recommended by Plan <br /> 12 • AR19: Urgent Repair Program —Waiting List - GREEN <br /> 13 o Add $150,000 to $200,000 <br /> 14 o Included in FY2016-17 Recommended Budget <br /> 15 <br /> 16 • AR16.3: Add permanent supportive housing for individuals with disabilities <br /> 17 experiencing or at risk of homelessness —GREEN <br /> 18 <br /> 19 o Housing, Homeless Programs Coordinator, Health Department and DSS work <br /> 20 with community partners including Cardinal Innovations <br /> 21 <br /> 22 Audrey Spencer Horsley said supportive housing comes with wrap around services that <br /> 23 are often on site (such as CASA). <br /> 24 Commissioner Price asked if the Health Department could be included in this <br /> 25 discussion. <br /> 26 Travis Myren said yes. <br /> 27 Commissioner Rich asked if possible public private partnerships could be researched. <br /> 28 <br /> 29 • AR21: Rehabilitation Program — Draw down more State funding - GREEN <br /> 30 o Eligibility cap increased from $170,000 to $500,000 <br /> 31 o Add $200,000 to $250,000 to complete seven (7) more homes <br /> 32 <br /> 33 Recommendations Underway <br /> 34 • Underway— work has begun on these recommendations <br /> 35 • AR8: Mobile Home Park Strategy - GREEN <br /> 36 o Staff team to create project proposal to include repair, rehabilitation and <br /> 37 redevelopment options <br /> 38 <br /> 39 Commissioner Jacobs said this is where the discussion of incentives needs to be <br /> 40 involved. He said if public money goes towards improving a unit, then there would need to be a <br /> 41 guaranteed rental rate in return. <br /> 42 Commissioner Burroughs asked if the item could be clarified. <br /> 43 Chair McKee said staff will develop a strategy as to how to proceed, but not actually <br /> 44 authorize going forward. <br /> 45 Commissioner Burroughs said she has some concerns about mobile homes and would <br /> 46 want a thoroughly vetted strategy before moving forward. <br /> 47 Bonnie Hammersley said staff has gathered fairly extensive data on the mobile homes <br /> 48 in the County and can provide the Board with this information. <br /> 49 Chair McKee said it would be wise to gauge the interest of mobile park owners, before <br /> 50 developing a plan for rental units. <br />
