26 <br /> 1 The Board received a Third Quarter General Fund Financial Report for the period of July <br /> 2 1, 2015— March 31, 2016. <br /> 3 Gary Donaldson reviewed the four attachments contained in the abstract. He said <br /> 4 Orange County is on track with the 2015-2016 budget, as it was established, and there are no <br /> 5 concerns regarding revenues or expenditures. He commended the efforts of the staff in the <br /> 6 Tax Administration office and reminded the Board that property taxes will still be gathered after <br /> 7 the end of the fiscal year. He said investment earnings have increased greatly this year. <br /> 8 Commissioner Dorosin asked if there is an update regarding the collection of increased <br /> 9 fees from the ABC Commissioner. <br /> 10 Chair McKee said there is no current update but he will bring it up at the next ABC <br /> 11 Board meeting. <br /> 12 <br /> 13 RECOMMENDATION(S): The Manager recommends that the Board receive the FY 2016 Third <br /> 14 Quarter General Fund Financial Report and provide staff with feedback. <br /> 15 <br /> 16 9. County Manager's Report <br /> 17 Bonnie Hammersley reviewed the following, which are projected May 10, 2016 Regular <br /> 18 Work Session Items: <br /> 19 • Affordable Housing Strategic Plan Update <br /> 20 • Orange County Employment and Labor Statistics <br /> 21 • Facility Naming Policy <br /> 22 <br /> 23 Bonnie Hammersley said the first public budget hearing will be on May 12th at the <br /> 24 Whitted Building. <br /> 25 <br /> 26 10. County Attorney's Report <br /> 27 NONE <br /> 28 <br /> 29 11. Appointments <br /> 30 NONE <br /> 31 <br /> 32 12. Board Comments <br /> 33 Commissioner Rich had no comments. <br /> 34 Commissioner Jacobs said he and Chair McKee attended a meeting with the Rogers <br /> 35 Road property about easements, and it went well. <br /> 36 Commissioner Jacobs said there is artwork by local artists in the hallway of the facility <br /> 37 which can be purchased. <br /> 38 Commissioner Dorosin said it was Charter School Advocates week at the General <br /> 39 Assembly, and the bill to add additional funding to charter schools will come from the <br /> 40 Department of Transportation (DOT) and food funds. He said it is likely that will get attached to <br /> 41 another bill and, reportedly, this will happen very quickly and he will keep the BOCC informed. <br /> 42 Commissioner Price asked if John Roberts will keep the BOCC up to date on the fall out <br /> 43 of HB2 and the repeal process. <br /> 44 Commissioner Burroughs asked if Commissioner Rich and Commissioner Jacobs could <br /> 45 provide a brief update regarding the Solid Waster Advisory Group (SWAG). <br /> 46 Commissioner Rich said there have not been many meetings lately, and at the next <br /> 47 meeting, mattresses and the ReStore will be discussed. <br /> 48 Bonnie Hammersley said the interlocal agreement conversation was suspended in order <br /> 49 to bring in a consultant to review the financial issues within Solid Waste. She said this <br /> 50 consultant will be presenting a report at the next meeting on May 25th. <br />
