25 <br /> 1 <br /> 2 Depending on the scope of work negotiated with the vendor, the total cost of the vendor <br /> 3 contract and all efforts related to the Committee's work may be up to $50,000. The Manager <br /> 4 recommends the Board allocate $20,000 from the Board of Commissioners' 2015-16 <br /> 5 Contingency account to fund the initial costs of the Committee's work. <br /> 6 To provide the other necessary funding, the Manager's proposed 2016-17 budget will include <br /> 7 an additional recommended appropriation of $30,000 for Bond Education Committee activities, <br /> 8 vendor services and informational materials. This balance of the funding will be subject to final <br /> 9 approval by the Board of County Commissioners. As the Committee (and/or sub-committees) <br /> 10 undertake work and develop cost estimates for the production and distribution of materials, the <br /> 11 Manager may recommend additional appropriations, if needed, for Board consideration. <br /> 12 <br /> 13 Lastly, and in an effort to safeguard against any unintentional "advocacy" materials being <br /> 14 developed, the Manager recommends that the Board authorize the Manager to review and <br /> 15 approve all final materials developed by the Committee to confirm content is accurate and <br /> 16 complete and maintains an educational purpose. <br /> 17 <br /> 18 FINANCIAL IMPACT: Public funds may be spent to present factual information to voters about <br /> 19 the proposed bonds, the projects expected to be financed by the bonds, and the circumstances <br /> 20 and needs that have given rise to the bond referenda. Public funds may not be spent on <br /> 21 campaigns either to promote or defeat passage of any bond order presented to voters. <br /> 22 <br /> 23 Depending on the scope of work negotiated with the vendor, the total cost of the contract and <br /> 24 all efforts related to the Committee's work may be up to $50,000. Pending any alternative <br /> 25 direction from the Board, staff will present a budget amendment at the May 17, 2016 meeting to <br /> 26 allocate $20,000 from the Board of Commissioners' 2015-16 Contingency account to fund the <br /> 27 initial costs of the Committee's work. <br /> 28 <br /> 29 The Manager's proposed 2016-17 budget will include an additional recommended appropriation <br /> 30 of $30,000 for the Bond Education Committee activities, vendor services and information <br /> 31 materials and will be subject to final approval by the Board of County Commissioners as part of <br /> 32 FY 2016-17 budget deliberations. <br /> 33 <br /> 34 A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> 35 authorize the Manager to review and approve all final materials developed by the Committee to <br /> 36 confirm content is accurate and complete and maintains an educational purpose. <br /> 37 <br /> 38 VOTE: 6-0 (Commissioner Pelissier absent) <br /> 39 <br /> 40 A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> 41 approve the proposed funding plan outlined above to support the Committee's work and <br /> 42 assistance through a vendor. <br /> 43 <br /> 44 VOTE: 6-0 (Commissioner Pelissier absent) <br /> 45 <br /> 46 <br /> 47 8.
