22 <br /> 1 (3) Adopt a Resolution approving the FY 2016-2017 Consolidated Housing Plan —Annual <br /> 2 Action Plan; and <br /> 3 (4) Authorize the Manager to implement the HOME Program as approved by the BOCC <br /> 4 including the ability to execute agreements with partnering non-profit organizations after <br /> 5 consultation with the County Attorney. <br /> 6 <br /> 7 Audrey Spencer Horsley, Housing, Human Rights, and Community Development <br /> 8 Director, reviewed the information in the abstract. <br /> 9 Commissioner Dorosin said he concurred with Audrey Spencer-Horsley, and one of the <br /> 10 challenges is that when HOME money is put into a rehab, the entire home must be brought up <br /> 11 to code. He said there is not always enough funds to do this, but other non-HOME funds could <br /> 12 be used to bring homes up to code. <br /> 13 Commissioner Price said this document was very easy to read and understand. <br /> 14 <br /> 15 A motion was made by Commissioner Rich, seconded by Commissioner Price to close <br /> 16 the Public Hearing. <br /> 17 <br /> 18 VOTE: 6-0 (Commissioner Pelissier absent) <br /> 19 <br /> 20 <br /> 21 A motion was made by Commissioner Dorosin, seconded by Commissioner Price to: <br /> 22 (2) Adopt and authorize the Chair to sign a Resolution approving the proposed HOME <br /> 23 Program Activities for 2016-2017; <br /> 24 (3) Adopt a Resolution approving the FY 2016-2017 Consolidated Plan Annual Action Plan; and <br /> 25 (4) Authorize the Manager to implement the HOME Program as approved by the BOCC <br /> 26 including the ability to execute agreements with partnering non-profit organizations after <br /> 27 consultation with the County Attorney. <br /> 28 <br /> 29 VOTE: 6-0 (Commissioner Pelissier absent) <br /> 30 <br /> 31 <br /> 32 7. Regular Agenda <br /> 33 a. Bond Education Committee Appointments and Additional Actions <br /> 34 The Board considered: <br /> 35 1) Reviewing and consider appointing applicants to the Bond Education Committee who <br /> 36 will develop and assist in disseminating information to voters concerning the November <br /> 37 8, 2016 bond referenda; <br /> 38 2) Review and consider appointing Co-Chairs of the Committee as the Board determines <br /> 39 appropriate; <br /> 40 3) Authorize the Manager to review and approve all final materials developed by the <br /> 41 Committee to confirm content is accurate and complete and maintains an educational <br /> 42 purpose; and <br /> 43 4) Provide any feedback to the Manager regarding the proposed funding plan to support <br /> 44 the Committee's work and assistance through a vendor. <br /> 45 <br /> 46 Commissioner Price said there seemed to be only one representative from the northern <br /> 47 portion of the County and asked if more recruitment can be done. <br /> 48 Donna Baker said the Community Relations Department was very helpful in the <br /> 49 solicitation process for applicants and the County kept the process open for one week longer <br /> 50 than originally intended. <br />
